City Engineer Steven Jankowski stated it was agreed to attempt to have Krypton Street N.W. <br />proceed across the county ditch but that the developers are concerned that the street will become a <br />shortcut through the new neighborhood. Mr. Jankowski went on to discuss the alignment of <br />Sunwood Drive as an east-west collector street, which would help alleviate that fear. He discussed <br />several proposals for the alignment of Sunwood Drive. <br /> <br />Commissioner Deemer inquired whether the bridge across the ditch would be constructed now or <br />with the next addition, and Derrick Passe of Passe Engineering, engineer for Good Value Homes, <br />stated it would be done with this addition. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council grant preliminary plat approval to Chestnut Ridge contingent upon providing a tree <br />preservation plan and a favorable review by the LRRWMO. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen, <br />Holland, and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to direct Staff to pursue <br />the northernmost alignment proceeding westward from Wood Pond Hills as the desired course for <br />the alignment of Sunwood Drive. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen, <br />Holland, and Thomd. Voting No: None. Absent: Commissioner Terry. <br /> <br />Chairperson Bawden recessed the meeting at 8:55 p.m. <br /> <br />Chairperson Bawden called the regular Planning and Zoning Commission meeting back to order at <br />9:02 p.m. <br /> <br />Case #5: Request for Revised Preliminary Plat Approval of Rivenwick; Case <br /> of Rivenwick Corporation <br /> <br />Zoning Administrator Frolik advised that the Commission needs to consider whether or not to <br />recommend approval of the revision of Rivenwick development to change 137th Avenue N.W. <br />from a through street to a cul-de-sac. <br /> <br />Richard Bloom, Rivenwick Corporation, explained phase one of Rivenwick wherein they <br />coordinated with Mark Boos, Parks/Utilities Coordinator of Ramsey, to participate in the Releaf <br />Grant Program, planting trees along a berm constructed on the perimeter of the development. He <br />added that they augmented that planting with more mature trees. He stated that with the adjacent <br />land being zoned commercial, they feel that Riverdale Drive N.W. will be quite a busy street. <br />Therefore, they would like to cul-de-sac 137th Avenue N.W. to keep traffic out of the <br />neighborhood. He discussed their investment to make Rivenwick a more upscale development, <br />attracting higher value homes, and he explained a cul-de-sac would provide more privacy. <br /> <br />City Engineer Jankowski pointed out the cul-de-sac will cause more travel time, especially to <br />anyone traveling west bound. <br /> <br />Mr. Bloom stated he felt people value privacy and seclusion more than convenience in traffic. <br /> <br />Commissioner Thorud stated that the f'u'e department finds cul-de-sacs to be a problem, adding that <br />there would be a lot of houses with only one access. <br /> <br />Planning & Zoning Commission/January 4, 1994 <br /> Page 4 of 6 <br /> <br /> <br />
