Mr. Bloom also discussed the regional trail extending through the development to the west to <br />connect with the county park, and he requested they be given park credit for that trail. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council deny approval of the proposed revision for cul-de-sacs in the 2nd Addition of Rivenwick. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, <br />Hendriksen, Holland, and LaDue. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case /t7: Consider Proposed Ordinance to Amend Sign Regulations <br /> <br />Zoning Administrator Frolik advised that after the public hearing on this proposed ordinance was <br />held on December 7, 1993, the Planning and Zoning Commission tabled further discussion and <br />advised Staff to fix typographical and paragraph structure errors and review the outline of <br />suggestions submitted by Bill Dubats at the public hearing. She stated Staff took Mr. Dubats' <br />suggestion and added language to §9.12.12 (Subd. 1) to clarify that not all pre-existing signs are <br />non-conforming. She asked the Commission to review the amended proposed ordinance and also <br />Mr. Dubats' outline of recommended changes. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to amend §9.12.12 <br />(Subd. 1), using the language Mr. Bill Dubats recommended, to read "All signs permitted by this <br />section in excess of sixteen (16) square feet shall be painted, lettered, or faced to the workmanship <br />standards and best commercial practices of companies normally engaged in the business of <br />providing commercial signs, using materials designed and marketed specifically for use on outdoor <br />signs." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, <br />Hendriksen, LaDue and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Mr. Dubats expressed concern about prohibiting off-site signs. <br /> <br />Chairperson Bawden stated he felt there was a difference between advertising a business and <br />advertising a product such as Coca-Cola. <br /> <br />Commissioner Deemer cited a case from the November 15, 1993 Zoning Bulletin wherein the <br />court's decision was that a city has the right to pass sign regulations and prohibit billboards. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council adopt the amended proposed ordinance to amend sign regulations. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, <br />Hendriksen, LaDue and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #8: Reschedule March, 1994 Meeting Date <br /> <br />Zoning Administrator Frolik stated the need to reschedule the March, 1994 meeting as it falls on <br />March 1 which is the date of precinct caucuses and no public meetings may take place on that day. <br /> <br />It was the consensus of the Planning and Zoning Commission to reschedule the March, 1994 <br />meeting to March 3, 1993 at 7:30 p.m. <br /> <br />Case /t9: Monthly Status Report <br /> <br />This information was noted by the Planning and Zoning Commission. <br /> <br />Planning & Zoning Commission/January 4, 1994 <br /> Page 5 of 6 <br /> <br /> <br />
