2) City Council regular meeting minutes dated October 26, 1993. <br /> <br />3) City Council public hearing and regular meeting minutes dated November 9, 1993. <br /> <br />4) City Council regular meeting minutes dated November 23, 1993. <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular Planning and Zoning Commission meeting at 7:32 <br />p.m. in order to conduct the following public hearings: <br /> <br />1) <br /> <br />Request for an Extension of a Conditional Use Permit for a Home Occupation; Case of <br />Steven I-Iaigh. <br /> <br />2) <br /> <br />Request for a Conditional Use Permit for an Alternate Fuel Supply Demonstration Project; <br />Case of Kaltec, Inc. <br /> <br />3) <br /> <br />Request for a Conditional Use Permit for an Accessory Apartment in the R-1 Rural <br />Residential District; Case of Cathy Gustafson. <br /> <br />4) Request for a Conditional Use Permit for a Home Occupation; Case of Robert Bowman. <br /> <br />Chairperson Bawden called the regular Planning and Zoning Commission meeting back to order at <br />8:03 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Sketch Plan Approval of Pine Shadows, a Minor <br /> Subdivision; Case of Gerald Bauer <br /> <br />Zoning Administrator Frolik stated that Gerald Bauer is requesting a minor subdivision to create <br />one 3.0 acre lot and one 37 acre lot from a 40 acre parcel lying southeast of Whispering Pines <br />Estates Plat 2. She explained that both lots would receive access from the existing Puma Street <br />N.W., which is a dirt road. Therefore, Staff's recommendation is to change Lot 2 to outlot to <br />prevent the creation of an additional buildable lot and more traffic on a dirt street. Ms. Frolik also <br />advised that park dedication, if any is due, would be on the new 37 acre lot created. <br /> <br />Mr. Bauer inquired whether the 80-foot right-of-way need be provided in the final plat of Pine <br />Shadows or when the ouflot is developed, and Ms. Frolik informed it would be needed in the f'mal <br />plat of Pine Shadows. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to accept the sketch plan <br />for Pine Shadows and recommend City Council approve the final plat. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDue, and Thorud. Voting No: None. <br /> <br />Case 02: Request for an Extension of a Conditional Use Permit for a Home <br /> Occupation; Case of Steven Haigh <br /> <br />Zoning Administrator Frolik explained that on November 27, 1990, the City of Ramsey issued a <br />conditional use permit (CUP) to Steven Haigh for the purpose of establishing a trophy/plaque <br />business in his residence at 14151 Germanium Street N.W. In an effort to encourage eventual <br />relocation of the business to a commercial district, the CUP was written with a 3-year expiration <br /> <br />Planning & Zoning Commission/February 1, 1994 <br /> Page 2 of 9 <br /> <br /> <br />
