Ms. Frolik advised that the City of Ramsey received a <br />written request from Steven Haigh for a 3-year extension to the CUP because he has invested in <br />computerized equipment and is not in a financial position at this time to relocate the business to a <br />commercial zone. Ms. Frolik added that this is a very low prof'fle business, and in the 3 years that <br />Mr. Haigh's CUP has been in effect, the City received no written or verbal complaints about the <br />business. <br /> <br />Commissioner Deemer inquired whether Mr. Haigh was still under the 300 square feet of space <br />allowed under the terms of the CUP after purchasing the equipment, and Mr. Haigh stated he had <br />not expanded the area of the business in his home. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Terry to recommend that City <br />Council grant a 3 year extension to December 31, 1996 for the conditional use permit for a home <br />occupation issued to Steven Haigh at 14151 Germanium Street N.W. <br /> <br />Further Discussion: Commissioner Hendriksen wondered whether a CUP was required for a <br />business that had no outward manifestation. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Terry, Deemer, <br />Hendriksen, LaDue, and Thorud. Voting No: None. <br /> <br />Case #3: Request for a Conditional Use Permit for an Alternate Fuel Supply <br /> Demonstration Project; Case of Kaltec, Inc. <br /> <br />Zoning Administrator Frolik advised that Kaltec of Minnesota, Inc. has applied for a temporary <br />conditional use permit to establish and operate a Molten Carbonate Fuel Cell test demonstration <br />facility on the landfill property at 14730 Sunfish Lake Boulevard N.W. She explained that Kaltec <br />would be leasing a portion of Waste Management's property for this demonstration project. <br /> <br />Commissioner Holland inquired whether the project would be open to the public, and Chuck <br />Rippe, a representative of Kaltec of Minnesota, Inc., advised that it would not be open to the <br />general public but would be open to City and other officials. <br /> <br />Commissioner Holland inquired whether Kaltec would be sharing their results with the City of <br />Ramsey, and Mr. Rippe asserted that they would. <br /> <br />The Planning and Zoning Commission proceeded to review the Findings of Fact. <br /> <br />It was the consensus of the Commission that #1 through #11 would remain as presented, with the <br />exception that the typographical error in g'/(regarding the number) be corrected. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to amend #12 to <br />read "That the applicant has indicated that no State or County permits are required for the test <br />demonstration facility." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, LaDue, Terry, and Thorud.
