John Mueller, 14650 Bowers Drive N.W. - stated he opposed the conditional use permit. He
commented there seems to be some question about whether the overnight parking has actually
ceased. Mr. Mueller expressed his concern about the actual appearance of the neighborhood and
that a growing business could affect what is now a very safe, quiet neighborhood. He noted that
many of the people on Bowers Drive are gone during the day and they would like as little traffic as
possible, otherwise there will be too many people noticing that people are not home. He also noted
his concern over the condition of the road with the increased traffic. Mr. Mueller concluded that he
hopes Mr. Bowman does not take his business out of Ramsey, but feels he should find a more
suitable site for his growing business.

Tony Scander, 14553 Bowers Drive N.W. - stated he was in opposition to the conditional use
permit. He stated that in the event this business were allowed, he fears problems similar to those
other businesses have brought to the City wherein the City has had no ability to control the
business once it gets in.

Earl Larson, 14480 Bowers Drive N.W. - noted it was good to hear Mr. Bowman has had an
increase in volume of business, but he objected to continuing the operation at the present location.
He added that there is a surplus of land zoned for business in Ramsey, and he agreed with what
has been previously stated.

Mr. Bowman stated he would like to continue in business as it has been very successful, and he
would like to overcome any problems. He noted he has overcome the track problem, but he is
slightly over ~the square footage allowed. He affn'med that he would like to stay in Ramsey and
plans on looking into commercial property in the future when time and money permits. He added
he could foresee the business outgrowing the present site within the year.

Lois Waldowski, 14743 Bowers Drive N.W. - stated her confusion about the conditional use
permit when Mr. Bowman has been in business for 3-4 years. She noted that the neighborhood is
zoned residential, not residential and commercial.

Mr. Mueller added that there is a precedence issue wherein a neighbor put up a small barn without
a permit and therefore had to take it down. He went on to say that issuing a conditional use permit
at this time would seem unusual when the precedent is against it.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commissioner Holland to adjourn the public
hearing.

Further Discussion: Commissioner Deemer directed Staff to include as part of the public hearing
the five letters received from residents.

Motion carded.
