Absent: Chairperson Bawden and Commissioner Terry. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Commission no~xt the following City Council meeting minutes: <br /> <br />1) City Council public hearing and regular meeting minutes dated December 14, 1994. <br /> <br />2) City Council public hearing and regular meeting minutes dated January 18, 1994. <br /> <br />3) City Council public hearing and regular meeting minutes dated January 25, 1994. <br /> <br />4) City Council public hearing and regular meeting minutes dated February 8, 1994. <br /> <br />PUBLIC HEARINGS <br /> <br />Vice Chairperson Hendriksen adjourned the regular Planning Commission meeting at 7:34 p.m. in <br />order to conduct the following public hearing: <br /> <br />1) <br /> <br />Request for a Conditional Use Permit to Establish and Operate a Self-Service Storage <br />Facility in the B-3 Highway Business District; case of Bill Dubats. <br /> <br />Vice Chairperson Hendriksen called the regular Planning Commission meeting back to order at <br />7:35 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for Conditional Use Permit to Establish and Operate a Self- <br />Service Storage Facility in the B-3 Highway Business District; Case <br />of William Dubats <br /> <br />Zoning Administrator Frolik stated that serf-service storage facilities are not a specifically permitted <br />use in the B-3 Highway Business District, and therefore, Mr. Dubats has applied for a conditional <br />use permit (CUP) to establish and operate self-storage facilities on Lot 3, Block 3, Riverside West. <br />She explained that this development would be an expansion of the self-service storage facilities <br />existing on Lots 1 and 2 of Riverside West, for which CUPs were issued in 1986 and 1987. Ms. <br />Frolik noted the property is in the Critical River Overlay District and is restricted to a 30% <br />impervious surface area which includes structures and pavement. She advised that the site plan <br />proposes approximately 90% impervious surface area and, therefore, a variance has been properly <br />applied for. She explained that the variance is subject to a review by the Department of Natural <br />Resources (DNR) and the Environmental Quality Board (EQB) and certification by the <br />Commissioner of DNR. Ms. Frolik added for the record that a variance was granted in 1986 for <br />Lot 2 to be developed with an 85% impervious surface area. <br /> <br />Planning Commission/March 3, 1994 <br /> Page 2 of 6 <br /> <br /> <br />
