Noting the letter from Terry and Tara Goodwin submitted into the record of the public hearing, <br />Vice Chalqxa~n Hendriksen inquired where the Goodwins' property was located. <br /> <br />Mr. Dubats informed the Commission that the Goodwins' property was directly to the south of his <br />property. Mr, Dubats added that his other neighbors agree that a self-service storage facility is <br />probably the quietest use for this property. He noted that there is an average of 16 trips dally, and <br />there is almost no traffic on the residential side as the entrance will remain on Ebony Street. <br /> <br />Commissioner Deemer noted that the Goodwins' lot was vacant at the time the original CUP was <br />granted to Lots 1 and 2. <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />It was the consensus of the Commission that #1 through #14 wouM remain as presented. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to amend findings #15 <br />through g24 in the affirmative. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Chairperson Bawden, <br />Commissioners Deemer, Terry, Holland, LaDue, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council adopt the amended Findings of Fact relating to William Dubats' request for a CUP to <br />establish and operate self-service storage facilities on Lot 3, Block 3, Riverside West. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Chairperson Bawden, <br />Commissioners Deemer, Terry, Holland, LaDue, and Thomd. Voting No: None. <br /> <br />The Planning Commission proceeded to review the terms of the CUP. <br /> <br />Motion by Commissioner La.Due and seconded by Commissioner Holland to amend #6 to read <br />"Hours of Operation. The hours of operation shall be limited to 6:00 a.m. to 10:00 p.m." <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Chairperson Bawden, <br />Commissioners LaDue, Holland, Deemer, Terry, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to amend #3 to delete <br />the wording "B-612." <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Chairperson Bawden, <br />Commissioners Deemer, Holland, LaDue, Terry, and Thomd. Voting No: None. <br /> <br />Motion by Commissioner Terry and seconded by Commissioner Deemer to amend gq) to read"... <br />There shall be a maximum of 90% of the total lot area permitted to be covered by impervious <br />surfaces..." This percentage is contingent upon favorable comments from the DNR and EQB. <br /> <br />Further Discussion: The Commissioner inquired whether Staff had any recommendation, and <br />Zoning Administrator Frolik advised that City Staff is awaiting comments from the DNR and EQB. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Chairperson Bawden, <br />Commissioners Terry, Deemer, Holland, LaDue, and Thorud.
