Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the issuance of a CUP to William Dubats and declare terms of same as amended, <br />contingent upon certification of the variance by the Commissioner of DNR. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Chairperson Bawden, <br />Commissioners Deemer, Terry, Holland, LaDue, and Thorud. Voting No: None. <br /> <br />Case 02: Request for Site Plan Approval for a Self-Service Storage Facility in <br /> the B-3 Highway Business District; Case of William Dubats <br /> <br />Zoning Administrator Frolik advised that Mr. William Dubats has applied for site plan approval to <br />construct self-service storage facilities on Lot 3, Block 3, Riverside West. Ms. Frolik explained <br />this would be an expansion of the self-service storage facilities currently existing on Lots 1 and 2 <br />of Riverside West and the new buildings would receive access via the main entrance on Lot 1. She <br />advised Mr. Dubats has applied for a variance to the side yard setback as he is proposing to <br />construct the first building on Lot 3 at the north property line in order to maintain spacing <br />consistency with the buildings on Lots 1 and 2. The construction of 3 self-service storage facilities <br />is proposed for a total structure area of 18,700 square feet. City Code requires 100% of the <br />exterior facing finish, exclusive of doors and windows, be other than metal. In accordance with <br />City Code, the storage facilities are a series of overhead doors supported by decorative pillars. <br />Also in accordance with City Code, Mr. Dubats proposes to apply a bituminous surface to all <br />maneuvering areas. Continuous concrete curbing would not be required on the north property line <br />because it would prohibit entrance to the facilities from Lots 1 and 2. Six-inch concrete curbing <br />has been proposed along the east property line and concrete edging along the west and south <br />property lines, City Code also requires a 20 foot wide landscape area along all streets and along <br />those areas where a commercial use is adjacent to a residential use; this applies to the west, south <br />and east property lines of subject property. City Staff is recommending waiving the 20 foot <br />landscape requirement on the east property line (Ebony Street side) due to the intense commercial <br />activity generated across the street by Superbowl. The maximum landscape area that can be <br />achieved along the south property line is 15 feet, and City Staff does not object to a 5 foot <br />reduction in the requirement as long as the neighbors to the south have no objection. It has also <br />been determined that waiving the 20 foot landscape area along the west property line could be <br />accommodated if Mr. Dubats is willing to plant the required screening on the park trail corridor <br />which runs parallel with the west property line and agree to a 2 year maintenance agreement. Ms. <br />Frolik explained it is Staffs recommendation that trees be planted in a triangular formation a <br />maximum of 10 feet apart along the west and south property lines. The trees should have a <br />minimum 1 inch trunk diameter, and two out of every three should be Spruce or Pine to provide <br />year around screening. Ms. Frolik added that the property is in the Critical River Overlay District <br />and is restricted to a 30% impervious surface area which includes structures and pavement. She <br />advised that the site plan proposes approximately 90% impervious surface area and, therefore, a <br />variance has been properly applied for. <br /> <br />City Engineer Jankowski stated that drainage is a major concern with this site plan. He advised <br />that if the capacity of the storm sewer were to be allocated based upon area, the discharge from the <br />proposed development should be limited to 1.7 cfs. As proposed, the run-off from this facility <br />from a 2 year storm would be 3.8 cfs. Mr. Jankowski explained that the amount of volume needed <br />to achieve a discharge of 1.7 cfs could be attained by constructing a two foot deep vee sump area <br />along the eastern property line. Such a sump could be made mowable by utilizing a maximum side <br />slope of 4:1 and would occupy a width of approximately 20 feet. <br /> <br />Mr. Dubats stated that this was unacceptable as he had a limited amount of space. He felt he could <br />achieve the ~same reduction in cfs discharge by providing a detention volume consisting of a trench <br />lined with blocks.
