NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Commission noted the following City Council meeting minutes: <br /> <br />1) City Council public hearing and regular meeting minutes dated February 22, 1994. <br /> <br />2) City Council public hearing and regular meeting minutes dated March 8, 1994. <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular Planning Commission meeting at 7:35 p.m. in order to <br />conduct the following public hearings: <br /> <br />1) <br /> <br />Request for a Conditional Use Permit to Expand an Outdoor Recreational Facility in the <br />Industrial District; Case of KRS Investments. <br /> <br />2) <br /> <br />Request for a Conditional Use Permit to Mine and Export Soils; Case of Sidney <br />Nyhusmoen. <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 7:37 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for a Conditional Use Permit to Expand an Outdoor <br /> Recreational Facility in the Industrial District; Case of KRS <br /> Investments <br /> <br />Zoning Administrator Frolik stated that Ty Ritter of KRS Investments has purchased the outdoor <br />recreational facility located on Lot 2, Block 1, HY-10 Ramsey, formerly known as Cheap Thrills. <br />She advised the subject property is located in the Industrial District and that Mr. Ritter is proposing <br />to expand the facility by the addition of batting cages. She explained that the use is in the Industrial <br />District because of a conditional use permit (CUP) issued by the City in 1988, and the CUP <br />process is required in order to expand or enlarge upon the use. Ms. Frolik advised there is <br />sufficient area remaining on the property to install batting cages without encroaching on required <br />off-street parking. She mentioned that the former property owners defaulted on the requirement to <br />pave the offzstreet parking area, however, Mr. Ritter is willing to fulfill that commitment but is <br />asking for a 2-year time frame to complete the improvements because of other landscaping and <br />property improvements slated for the property in 1994. <br /> <br />Upon inquiry, Mr. Ritter stated he would be putting in 4-6 batting cages. He noted that the <br />Ramsey Youth Athletic Association has already expressed interest. <br /> <br />The Hanning Commission proceeded to review the Findings of Fact. <br /> <br />It was the consensus of the Commission that #1 through #8 would remain as presented. <br /> <br />It was noted that the numbering of the Findings of Fact was out of sequence. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to direct Staff to correct <br />the numbering sequence for the Findings of Fact. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDue, and Thorud.
