Motion by Commissioner Holland and seconded by Commissioner Terry to amend 4t9 through #11 <br />to read "That the proposed use will not..." <br /> <br />Further Discussion: Commissioner Terry stated the proposed use will increase traffic, and <br />Commissioner Thomd agreed that if the business is successful k would increase traffic. <br /> <br />Amendment by Commissioner Deemer and seconded by Commissioner Hendriksen to amend g9 to <br />read "That the proposed use will increase traffic to and from the subject property." <br /> <br />Amendment carried. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council adopt the amended Findings of Fact relating to KRS Investments' request to expand an <br />outdoor recreational facility in the Industrial District. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, <br />Hendriksen, LaDue, Terry, and Thomd. Voting No: None. <br /> <br />The Planning Commission proceeded to review the terms of the CUP. <br /> <br />Commissioner Terry questioned whether surmountable curbing is acceptable since the type <br />required is not specified. <br /> <br />City Engineer Jankowski stated that surmountable curbing has been allowed in the past and is <br />acceptable. He noted that curbing would not occur around the perimeter of the parking lot until it <br />has been paved in 1995, but that there would be curbing on the entrance drives in 1994. <br /> <br />Motion by Commissioner Thomd and seconded by Commissioner Terry to recommend that City <br />Council approve the issuance of a conditional use permit to Ty Ritter of KRS Investments to <br />expand the outdoor recreational facility at 14622 Ferret Street N.W., and declare terms of same. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Thorud, Terry, Deemer, <br />Hendriksen, Holland, and LaDue. Voting No: None. <br /> <br />Case 02: <br /> <br />Request for a Conditional Use Permit to Mine and Export Soils; Case <br />of Sidney Nyhusmoen <br /> <br />Zoning Administrator Frolik stated that on March 14, 1994 the City received an application from <br />Sidney Nyhuamoen to mine and export soils from Lot 1, Block 1, HY-10 Ramsey 4th Addition. <br />She advised that the applicant proposes to strip the topsoil, export approximately 14,730 cubic <br />yards of material and replace the topsoil. Ms. Frolik explained that the subject property has a wide <br />range of tOpOrrgraphy elevations and Mr. Nyhusmoen has stated that the mining and exporting of <br />soils will prepare the site for future development.
