Commissioner Deemer inquired about the types of trucks to be used for hauling.

Mr. Nyhusmoen stated that was unknown at this time because he is unsure of what they are going
to do with the soil, but suggested possibly tandems or belly dumps. He noted that he does not
look at this as a mining operation but as developing or enhancing the site.

Motion by Commissioner Holland and seconded by Commissioner Deemer to re, commend that City
Council approve Sidney Nyhusmoen's request for a conditional use permit to mine and export
soils from Lot 1, Block 1, HY-10, Ramsey 4th Addition and declare terms of same.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer,
Hendriksen, La.Due, Terry, and Thorud. Voting No: None.

Case #3: Monthly Status Report

This information was noted by the Planning Commission.

Case #4: Zoning Bulletin and Zoning News

This information was noted by the Planning Commission.

Case #5: Grading Plan for Sunfish Square

Mr. Jankowski explained that when the site plan for Sunfish Square was approved, the Planning
Commission requested that the final grading plan be brought back before them. Mr. Jankowski
presented to the Commission the latest grading and drainage plans for Sunfish Square which he
stated may yet have only a few minor changes.

Case ~6: Thoroughfare Setback

Commissioner Deemer stated that a public hearing was held and an ordinance tabled regarding the
thoroughfare setback. He advised that the County has indicated they are waiting for the City of
Ramsey to finish their Transportation Plan before the County can do theirs. Commissioner
Deemer felt it prudent to do the change to the thoroughfare setback as previously proposed.

Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to take the
Thoroughfm'e Setback Ordinance off the table and send it to City Council for adoption or denial.

Further Discussion: Commissioner Deemer noted that the Board of Adjustment recently granted a
variance which would have been unnecessary had this ordinance been in place.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen,
Holland, LaDue, Terry, and Thorud. Voting No: None.

COMMISSION INPUT

1) Sunwood Drive

Commissioner Hendriksen noted his review of the roadway alignment for the proposed Sunwood
Drive extension reported in the City of Ramsey Employee Newsletter. He expressed his concern
that the dirt road which services the residents on the east side of Sunfish Lake was not utilized in
the alignment of Sunwood Drive.

City Engineer Jankowski stated the decision was made for the alignment to occur further south.

Planning & Zoning Commission/April 5, 1994
Page 5 of 6
