Reserve capacity will be provided for northern Ramsey and <br />Andover, Dayton and portions of the Elm Creek watershed. <br /> <br />e <br /> <br />It was assumed as part of the CAB interceptor study that the <br />City of Ramsey would capture the greatest share of the <br />area's growth.
