Once deciding on the type of"commercial" city, Ramsey should next
evaluate the type and amount of public infrastructure and services that will
be required to support the planned commercial development. In the case of
Ramsey, the Hwy. 10 corridor is perhaps the most likely place for
commercial development to occur. To support this development, however,
sufficiently sized sanitary sewer, water and roadway facilities will be
needed. The construction of the proposed Mississippi River bridge is a
good first step. However, the provision of sanitary sewer and water
will also encourage commercial development.

The City of Ramsey may also need to use special economic development tools to support
commercial development. Perhaps the most popular tool today is Tax Increment
Financing (TIF). TIF could be used, for example, as a tool for financing badly needed
public infrastructure and services.

We trust this summary memorandum addresses some of the issues surrounding the need
and demand for commercial development. We will be happy to address further questions
regarding this issue if so desired by the planning commission, city council and city staff.
