Any revisions or refinements to the Plan will be addressed
by the Park and Recreation Commission.

Thc Preliminary Draf~ Trail Plan is being presented to the Planning and Zoning
Commission to demonstrate relationships between the Land Use Plan, Thoroughfare
Plan and the Trail Plan. These relationships take many forms and present many
opportunities. One such opportunity is potential to include the width of off-road trails
in open space dedications. Another opportunity is inclusion of on-road trail widths in
dedications or acquisitions for roadway rights-of-way.

TRAIL SYSTEM GOALS

Goals taken from the City's 1991 Comprehensive Parks and Open Space Plan and
information from Mr. Mark Boos, City Parks/Utilities Supervisor, were used to develop
the Preliminary Draft Trail Plan. These were presented to the Comprehensive Plan
Study Committee in an April 6, 1994 memorandum, but are outlined below for the
benefit of all Commission members.

A long range Capital Improvement Budget and Program (CIP) should be
developed to provide efficient use of park land [and trails] to meet the
expanding needs of people.

Recreational facilities should be designed to meet the needs of people,
especially at the neighborhood level.
