PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular Planning Commission meeting at 7:32 p.m. in order to <br />conduct the following public heatings: <br /> <br />1) <br /> <br />Request for Revised Preliminary Plat Approval of Chestnut Hill; Case of Good Value <br />Homes (continuation). <br /> <br />2) <br /> <br />Request to Rezone Certain Property from Industrial to R-1 Urban Residential, Multiple <br />Residential (MR) and B-2 Business; Case of North Suburban Development Company, Inc. <br /> <br />3) <br /> <br />Request for a Conditional Use Permit for an Accessory Apartment in the R-1 Rural <br />Residential District; Case of Rebecca Jackson. <br /> <br />4) <br /> <br />Request for an Interim Use Permit for a Temporary Structure; Case of City Wide Garage <br />Door Company, Inc. <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 8:11 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Revised Preliminary Plat Approval of Chestnut Hill; <br /> Case of Good Value Homes <br /> <br />Zoning Administrator Frolik stated that preliminary plat approval of Chestnut Hill was granted by <br />Ramsey City Council in May 1990, and that the final phase included an extension of 145th Lane to <br />connect with the future Sunwood Drive and crossing a wetland to do so. She advised that since <br />1990, wetland regulations have become more stringent and it is no longer possible to construct <br />roads through wetlands, even with mitigation, if there is an alternative route. Therefore, in May <br />1994, the developer submitted a request for revised preliminary plat to end 145th Lane as a cul-de- <br />sac with no extension to Sunwood Drive. A public hearing was conducted on June 6, 1994 <br />regarding the proposed revision, wherein residents of Hunters Hill (the adjacent subdivision) <br />expressed dissatisfaction with the potential loss of another outlet to a collector street. The <br />developer, John Peterson, requested the public hearing be continued and any action tabled to allow <br />his engineers time to review the plat to determine whether it was possible to design 145th Lane as a <br />through street to Sunwood Drive without any impact on the wetland. Ms. Frolik stated that Mr. <br />Peterson is back at this time submitting a second design proposal for Chestnut Hill 5th Addition <br />realigning 145th Lane as a through street, in coordination with Mr. Ben Deemer's three lots, with <br />minimal impact to the wetland. Ms. Frolik pointed out that the City desires a park connection from <br />Hunters Hill Park to Sunwood Drive east of the wetland in Chestnut Hill 5th Addition. <br /> <br />Chairperson Bawden inquired whether the Park and Recreation Commission was involved in this <br />particular case. <br /> <br />Ms. Frolik stated this was unknown, but that the recommendation came at Staff level. She noted <br />that the Park and Recreation Commission only reviews preliminary plats, not final plats. <br /> <br />Commissioner Deemer stated that the City didn't seem to be interested in a trail until his plat <br />appeared in April 1994. <br /> <br />Ms. Frolik was unable to confirm whether this particular link was in the current trail plan approved <br />by the Park and Recreation Commission. <br /> <br />Commissioner Deemer inquired as to when Chestnut Hill 4th Addition was done. <br /> <br />Planning Commission/July 5, 1994 <br /> Page 2 of 11 <br /> <br /> <br />
