Mr. Gorham stated he would consider pulling 150th Lane N.W. to the west, taking it away from <br />the existing tree line. He stated this might lose him one lot, but it would improve sedimentation. <br /> <br />Commissioner Deemer suggested running the road along the wetland thereby creating a lot which <br />would serve as a buffer to help preserve the u'ees. <br /> <br />Motion by Commissioner Deemer and seconded by Comnfissioner LaDue to recommend that the <br />developer proceed to apply for preliminary plat approval of Willow Ridge, based upon discussion <br />and City Staff review letter dated July 27, 1994. <br /> <br />Case #3: Request for Preliminary Plat Approval of Chestnut Ridge 2nd <br /> Addition; Case of Good Value Homes <br /> <br />Developer John Peterson, Good Value Homes, stated he is requesting preliminary plat approval of <br />Chestnut Ridge 2nd Addition, which is a combination of two parcels consisting of 65 acres <br />proposed to be developed with municipal water and sanitary sewer and subdivided into 71 single <br />family lots, Mr. Peterson stressed that the key to developing the area is the construction of <br />Sunwood Drive to allow access. He stated that the lots will meet minimum area and width <br />requirements, requiring no variances. He noted that the northern half of the plat is not in the <br />Municipal Urban Service Area (MUSA), but is in the high priority area that has been applied for by <br />the City of Ramsey. He also advised that there is a substantial amount of excess material (sand) in <br />the southwest portion of the plat wherein they would like to lower the area to preserve the trees, <br />and they anticipated they would have at least 70,000 yards of fill available for sale, possibly for the <br />Sunwood Drive construction project. <br /> <br />Chairperson Bawden pointed out from the City Staff review letter dated July 27, 1994, that some <br />of the lots do not meet minimum requirements. <br /> <br />Mr. Peterson stated that there would be no problem getting them into compliance. <br /> <br />City Engineer Jankowski refen'ed to the two eyebrows on the east end of Sunwood Drive, and <br />advised that City Staff recommends that the eyebrow on the south side of Sunwood Drive be <br />changed to a through street to COlmect with the north/south streets in the southwest corner of the <br />plat. He added that this would allow more lots. <br /> <br />Mr. Peterson recalled earlier discussion with his engineers that such a road was impossible without <br />encroaching on the wetland, however, he would review the subject with them again. <br /> <br />Commissioner Deemer suggested extending the eyebrow, making it more of a cul-de-sac, which <br />would enhance the lots. <br /> <br />Discussion ensued regarding the wetlands involved and limitations existing. <br /> <br />Commissioner Hendriksen expressed concern over excess parking which could occasionally occur <br />on Sunwood Road near the eyebrows. <br /> <br />Mr. Jankowski explained that there is an extra eight (8) feet available beyond the fog tine. She <br />noted that the only other alternative was to eliminate the eyebrow and allow the lots direct access <br />onto Sunwood Drive. <br /> <br />Commissioner Deemer inquired about assessing MSA roads. <br /> <br />Planning Commission/August 2, 1994 <br /> Page 6 of 9 <br /> <br /> <br />
