Absent: Commissioners Holland and Terry. <br /> <br />Commissioner Hendriksen noted, for the record, that since the Planning Commission decided to <br />recommend denial of the conditional use permit, they did not review the terms. If City Council <br />decides to grant the conditional use permit, it should send the case back to the Planning <br />Commission to review the terms. <br /> <br />Case #2: Request for Sketch Plan Review of Willow Ridge; Case of Gary <br /> Gorham <br /> <br />Zoning Administrator Frolik stated that Gary Gorham is requesting sketch plan review of Willow <br />Ridge, located on the east side of Hwy. #47 at about 149th, consisting of 18 acres proposed to be <br />platted into 35 single family residential lots served by municipal water and sanitary sewer. She <br />noted that the property is not currently in the Metropolitan Urban Service Area (MUSA) but is <br />expected to be by this fall. She advised that the property is currently zoned R-3 Urban Residential <br />for multi-family units and, therefore, will require rezoning. She noted all lots will receive access <br />from interior streets with no direct access onto Hwy. #47. The developer is proposing to extend <br />150th Lane into Willow Ridge from Gorham's Sandy Acres, and he is also proposing an outlet <br />onto Hwy. #47. She advised that the easterly north/south street is proposed as a cul-de-sac which <br />exceeds the 600-foot limit by approximately 100 feet, but that this situation may be unavoidable as <br />the owners of the Ramsey Clinic (to the north) are not interested in a through street which could <br />obstruct future expansion plans for the clinic. <br /> <br />City Engineer Jankowski stated that the chief concern is an outlet for traffic. He explained that the <br />east/west street, which will be 149th Lane N.W., has been proposed with an outlet onto Hwy. <br />#47, and that MnDOT has suggested the possibility of this connection in conjunction with closing <br />the access nolth of 152nd on the west side of Hwy. #47. He added that ingress/egress points are <br />essential for servicing the number of lots proposed to be created. 04?. <br />Commissioner Deemer suggested considering shortening the cul-de-sac by moving the bulb south/ <br />thereby creating lots north of the bulb an,d_ avoiding the need for a variance. ~4~ atto ~,~C~-~_nt--ed, ' <br /> <br />Discussion ensued regarding redesigning the cul-de-sac, with Mr. Gotham stating he was I~$~-~'~. <br />amenable to shortening the length o1' the cul-de-sac. <br /> <br />Ms. Frolik advised that the "bulb" is not depicted on the plat, thereby indicating the street is being <br />platted as a through street. <br /> <br />Discussion ensued concerning Ramsey Medical Clinic's position regarding a through street. <br /> <br />It was the consensus of the Planning Commission that the cul-de-sac would extend to the property <br />line indicating the cul-de-sac is temporary and that the street is planned as a through street. <br /> <br />Commissioner Hendriksen expressed concern over the amount of lots adjoining the existing <br />property to the east, and suggested considering reducing the number of lots in that area without <br />reducing the total number of lots in the plat. <br /> <br />Mr. Jankowski stated that 150th Lane N.W., as proposed, encroaches the wetland, and he also <br />commented that it would be beneficial to keep the tree line adjacent to Lot 4, Block 4 of Gorham's <br />Sandy Acres in tact. He discussed reconfiguring the placement of 150th Lane. He also advised <br />that a drainage and grading plan needs to be developed, suggesting that the proposed drainage <br />system should make use of the existing protected wetlands to alternate the "bounce" of the water <br />level following a storm event and interconnect the wetlands to provide an outlet for the system. <br /> <br />Planning Commission/August 2, 1994 <br /> Page 5 of 9 <br /> <br /> <br />
