PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, August 2, 1994 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for a conditional use permit to store commercial vehicles and equipment in the <br />R-1 Rural Residential District; case of Gordon Hicks. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hench'iksen <br />Commissioner Charles LaDue <br />Commissioner Bradley Thorud <br /> <br />Members Absent: <br /> <br />Commissioner Paul Holland <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:33 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Gordon Hicks has applied for a conditional use permit <br />(CUP) to stole commercial vehicles and equipment relating to his asphalt repair business at his <br />home at 16340 Nowthen Boulevard N.W. She stated that the subject property is approximately <br />9.7 acres in size and is zone R- 1 Rural Residential. She noted that Mr. Hicks submitted a site plan <br />prepared by Hakanson Anderson Associates which indicates that there is a 4,320 square foot pole <br />building and a 3,450 square foot fenced in area for the storage and parking of vehicles and <br />equipment. She added that a portion of the outdoor truck parking area is paved. Ms. Frolik <br />submitted letters received from David and Karen Henke and Rita and Linus Hoeschen in <br />opposition of the CUP, and from Lee Etta Coe Golden in support of the CUP; these letters are <br />included as part of the public record of this hearing as attachments A, B and C. <br /> <br />CITIZEN INPUT <br /> <br />Doug Sather, 6849 164th Lane N.W. - stated he was concerned with the number of vehicles being <br />stored. He inquired whether the City has given any consideration to the wetland and any <br />environmental problems which may occur. <br /> <br />Ms. Frolik stated that there has been no testing of the wetland for contamination. She noted that <br />the pole building has a cement floor and that there is pavement in the outer storage area also. She <br />advised that there would be no major repairs done to the vehicles on the site, only minor <br />maintenance. <br /> <br />Kevin Fossen, 16259 Jaspar Street N.W. - expressed concerns regarding the noise level from <br />machinery during weeknight and early morning weekend hours of operation, oil contaminating the <br />environment, and increase in traffic. <br /> <br />Public Hearing/Planning Commission/August 2, 1994 <br /> Page I of 2 <br /> <br /> <br />
