8404 161st Ave. N.W.

Anoka, MN 55303 (612) 427-1777

August 9, 1994

Ramsey Planning Commission

RE: North Fork Oaks Addition

Dear Sir/Ma'am:

This letter is in response to a Notice of Public Hearing that I
have received regarding the proposed North Fork Oaks Addition.

As you may know I own the land adjacent to this proposed
development. Armstrong Ranch has owned land and operated its
business in Ramsey for many years. We have always prided
ourselves in running a good quality operation. Among our peers
we are known for having a high quality game ~ and kennel
operation. ~

As a long time property owner in Ramsey I have watched the North
Fork establishment being developed. I consider that it is a good
development and an asset to the City. I am not opposed to the
proposed plat but I do have several concerns that I would like
the Planning Commission to address. Among these are:

1. Access to Lake Eddy.

I am concerned that new home owners may object to the
noise generated from our business. As you know we
train field trial dogs and as such we have many
occasions when we are discharging shotguns on our
property. We also operate a dog kennel which will
produce a certain amount of noise. In addition we
conduct our "Game Fair" two weekends per year. This
event attracts a large number of visitors. We feel
that this business has been in existence for many years
and should be grandfathered in terms of ordinance
restrictions or complaints that might be forthcoming
from future residents. In order to attempt to minimize
this problem I would like the planning Commission to
seriously consider requiring some system of buffering
to minimize sound that may be transmitted across the
common boundaries of our properties.
