Further Discussion: Commissioner Hendriksen stated it was his understanding that there was a <br />consensus at ;the last joint meeting to go with the Planning Commission's transportation plan, and <br />that the Economic Development Commission was to come up with the land uses. Commissioner <br />Stafki advised that the Planning Commission's transportation plan conflicts with the Economic <br />Development Commission's land uses. Chairperson Bawden stated that the Economic <br />Development Commission needs to amend their land uses. Commissioner Ullen stated that this <br />would require another meeting because it "puts them back to square one." Commissioner <br />Hendriksen stated the Planning Commission felt economic development was best served with an <br />east-west collector. He added that if the Economic Development Commission fek strongly about a <br />north-south collector, he suggested curving the road to intersect with Armstrong Boulevard N.W. <br />Commissioner Ullen stated it is the Economic Development Commission's charter to look at the <br />impact on land uses, and that is what they attempted to do. Commissioner Hendriksen responded <br />that he feels the Planning Commission's proposal minimizes the impact on land uses. <br />Commissioner Kent stated that the right-of-way in the park would not affect any existing uses but <br />that the western alignment has residential proposed for that location. Commissioner Hendriksen <br />interjected that the western alignment goes through a corn field, therefore, no impact; however, the <br />easterly alignment would require the removal of 10-15 homes. He again stated that it was the <br />Economic Development Commission's purpose to come back with land uses for the Planning <br />Commission's ~'ansportation plan. Chairperson Bawden noted that the land uses were similar on <br />Figure 7 and .7B. Commissioner Ullen stated she viewed the western alignment as having impact <br />on residential, not a corn field, because residential is what is proposed in that area. Commissioner <br />Hendriksen disagreed, and the two commissioners debated the impact on existing land uses of each <br />proposal. Chairperson Bawden stated that if the Economic Development Commission feels they <br />need to re-address the land use issue, then they should be given the opportunity to do so. <br />Commissioner Deemer noted that with the easterly crossing, it is still crossing a critical river, and <br />therefore, there would be far less opportunity for commercial development due to restrictions. <br />Commissioner Deemer also stated that the easterly alignment is not owned by the City and would <br />have to be acquired for bridge right-of-way. A v/h~l~), A ~,,~. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Stafki to table forwarding any <br />recommendations to City Council on land use and transportation issues until additional data can be <br />provided to and reviewed by the Economic Development Commission. <br /> <br />Further Discussion: Upon inquiry regarding the previous motion on the floor, Chairperson <br />Bawden stated that the Motion to Table takes precedence over the open motion. <br /> <br />Motion carded: Voting Yes: Chairperson Bawden, Commissioners Deemer, Stafki, Hendriksen, <br />Terry, Wagner, Kent, and Marquart. Voting No: Commissioner Holland. Abstain: <br />Commissioner Ullen. Absent: Commissioners LaDue, Thorud, McGhee, and Nelson. <br /> <br />Commissioner Stafki stated that a consensus needed to be reached regarding transportation in order <br />for the Economic Development Commission to re-address the land use issue. He felt Figure 4/7 <br />should service a north-south road also.
