PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public heating on Tuesday, October 4, 1994 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for preliminary plat approval of Fox Knoll; case of Mark Kleckner, Fox <br />Development Co. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thomd <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Mark Kleckner of Fox Development Co. is requesting <br />preliminary plat approval of Fox Knoll, a plat consisting of two 10-acre lots that will require <br />construction of a street. She noted that the lots will meet the minimum frontage on a public road <br />requirement with the cul-de-sac extension of 151 st Avenue into the plat, adding that the proposed <br />cul-de-sac does not exceed the 600 foot maximum length restriction. Ms. Frolik explained that it is <br />anticipated that this property will be brought into the Metropolitan Urban Service Area (MUSA) <br />boundary by the end of 1994 and the property immediately south of this property will be sewered <br />during 1995. In addition, the property is in the Urban Reserve Area, and the intent of this District <br />is to provide for the most efficient utilization of land once municipal sewer and water become <br />available. Therefore, it is Staff's position that the developer should be planning for the transition <br />of the property by preliminary platting at urban densities and final platting at rural densities until <br />sewer and water is available to the property. <br /> <br />Mark Kleckner, Fox Development Co., stated that during the sketch plan review at the August 11, <br />1994 Planning Commission meeting there was discussion concerning making this more than two <br />lots. Mr. Kl¢ckner advised that pursuant to that discussion, soil borings were performed, and he <br />submitted the logs of soil borings into the record of the public hearing (attached hereto as Exhibit <br />A). He explained the logs indicate that only a small portion of the land will support houses with <br />basements, and having been a realtor for many years, he has found that people in Minnesota do not <br />want slab homes---they want basements.
