CITIZEN INPUT

Wayne Olson, 5830 151 st Lane N.W. - advised that he was representing the following people who
reside on 151st Lane: Wayne & Jane Olson, John & Marilyn Haubrich, Jim & Sharon Green, and
Steve and Dawn Croteau. Mr. Olson stated that they were concerned about putting 14+ lots in
such a small area, noting that the lots on 151st Lane were 2.5 acres. He stated that 14 lots would
be a burden on the roads and traffic. He explained that they chose this area for the seclusion and
minimal traffic. He also noted concern about how the sewer and water were going to get to these
lot---whether they would go down 151st Lane, and he advised that they did not want to pay
another $50,000 to have City sewer and water come down their road.

City Engineer Jankowski explained how Ramsey Elementary School will be getting sewer and
water, and suggested that the sewer would possibly be extended from the school and that the water
would possibly run along the eastern boundary of the site on the park easement.

Mr. Olson reiterated his group's desire for privacy and minimal traffic. He also stated that when
he purchased his property a year ago he specifically asked Zoning Administrator Frolik if sewer
and water would be coming down this street and if the particular parcel in question would be
developed, and he was told that in all likelihood it would be another 8-10 years. Mr. Olson
concluded that his group is not in opposition to the two 10-acre lots but are concerned about the
extra traffic involved with 14 lots.

Commissioner Deemer asked if the group had any objections assuming the sewer and water did not
affect their street and assuming that the other 60 acres that this developer has north of this property
has to have sewer and water.

Mr. Olson stated they have no objections to the 60 acres receiving sewer and water; they just do
not want 14 houses developed on this 20-acre parcel.

Mr. Jankowski inquired whether they could come to some compromise between 2 and 14 lots.

Mr. Olson stated he couldn't comment without seeing a plan.

Mr. Jankowski explained that the City is just trying to provide for some planning when sewer and
water becomes available in this area.

Ms. Frolik advised that the people buying these 10-acre lots could still reap from their investment
by subdividing once sewer and water is available.

Mr. Olson stated that they would like to be kept informed of any future plans for subdivision,
adding that many of his group did not receive notification of tonight's public heating. He then
discussed with Ms. Frolik the process of notification.

Mr. Kleckner stated that Fox Development Co. owns only 50 acres. He explained that this project
is taking about 24 acres and they will have about 22 acres left to develop later on. He confirmed
that the other area will obviously be developed with sewer and water, but he could not see running
behind the school to connect sewer and water to 14 lots.

Mr. Jankowski affirmed that it would be brought in that way. Discussion then ensued around the
map regarding final platting the two lots adjacent to the existing development and leaving an outlot
for future development.

Mr. Olson felt the City was trying to preliminary plat a project that he didn't think would ever
happen.

Public Hearing/Planning Commission/October 4, 1994
Page 2 of 3
