2) <br /> <br />Planning Commission regular meeting minutes dated November 1, 1994, amended as <br />follows: Under Commission Input, Item #1, the eighth paragraph on page 6 of 7 should <br />read "... He announced that unless the City Code has been changed, the Comprehensive <br />Plan is the mandate of the Planning Commission." <br /> <br />Motion carded. Voting Yes: Acting Chairperson Hendriksen, Commissioners Deemer, Thorud, <br />Holland, and LaDue. Voting No: None. Absent: Chairperson Bawden and Commissioner Terry. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Planning Commission noted the following City Council meeting minutes: <br /> <br />l) <br /> <br />City Council public hearing and regular meeting minutes dated September 12, 1994. <br />Commissioner Deemer referenced Case #3 wherein the City Council tabled the motor <br />vehicle sales license application from Ramsey Auto Sales, and Commissioner Deemer <br />inquired whether the owner could have a business license since he was now in prison. <br />Zoning Administrator Frolik replied that the Ramsey Chief of Police is researching the <br />matter. <br /> <br />2) City Council public hearing and regular meeting minutes dated September 27, 1994. <br /> <br />3) City Council public hearing and regular meeting minutes dated October 11, 1994. <br /> <br />PUBLIC HEARINGS <br /> <br />Acting Chairperson Hendriksen adjourned the regular Planning Commission meeting at 7:38 p.m. <br />in order to conduct the following public hearing: <br /> <br />1) Amendment to Section 9.03.04 of the Ramsey City Code Entitled Conditional Use Permits. <br /> <br />Acting Chairperson Hendriksen called the regular Planning Commission meeting back to order at <br />7:41 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case gl: Request for Site Plan Approval; Case of Independent School District <br /> No. 11 <br /> <br />Zoning Administrator Frolik stated that Independent School District No. 11 is requesting site plan <br />approval to construct a 65,000 square foot addition to the Ramsey Elementary School located at <br />15000 Nowthen Boulevard N.W. The School District has acquired the two adjacent parcels to the <br />south to accommodate the expansion. The expansion will also include some rework of the outdoor <br />playground and ball fields. Ms. Frolik explained that the three parcels involved are zoned R-1 <br />Rural Residential and B-2 Business, for which schools are not a permitted use. The existing <br />school is considered lawful non-conforming, and expansion of it requires a conditional use permit <br />or rezoning to R-3 Urban Residential (for which schools are a permitted use). Therefore, a <br />rezoning process is being scheduled for the Planning Commission's January meeting. Ms. Frolik <br />advised that the proposed expansion meets lot coverage, setback, and architectural requirements for <br />the R-3 Urban Residential District, and City sewer and water will be extended to the site to serve <br />the expanded facility. The site plan indicates that all drives, off-street parking and maneuvering <br />areas will be paved with bituminous, but the site plan doesn't detail the location and type of <br />curbing proposed. The outer perimeter of all pavement is required to be finished with B-612 <br />concrete curbing, The northerly entrance from C.S.A.H. #5 to the north parking lot and bus drop- <br />off area will remain in its current location although the bus drop-off area will be extended to the <br /> <br />Planning Commission/December 6, 1994 <br /> Page 2 of 12 <br /> <br /> <br />
