Mr. Klosterman also noted a concern about motorized vehicles in the area, explaining that kids on <br />sleds and snowmobiles moving around in the area is hazardous. <br /> <br />Ms. Frolik stated that it is illegal for snowmobiles to be in that area, and the police should be <br />notified immediately whenever such violations occur. <br /> <br />Mr. Heins inquired whether the buffer zone is required. <br /> <br />Commissioner Hendriksen stated that it is a requirement, and Commissioner Holland added that it <br />is stipulated in the Staff letter. <br /> <br />Commissioner Deemer inquired whether there is going to be a public hearing on this matter. <br /> <br />Ms. Frolik stated a public hearing is not required for the site plan. <br /> <br />Noting the ground breaking is scheduled for April 1995, Commissioner Deemer inquired whether <br />the addition is scheduled for use in the 1995-96 school year. <br /> <br />Mr. Nybeck responded that it will not be occupied until September 1996. <br /> <br />Commissioner Hendriksen could not comprehend the orientation of the ball fields if a 40-foot <br />buffer was required. <br /> <br />Mr. McCarty felt either the ball fields will have to be smaller or they will have to put the track field <br />up in that area. <br /> <br />Mr. Nybeck stated that the location of the ball field is of no advantage to the school; they are <br />simply attempting to put the ball field near the parking area. <br /> <br />Commissioner Hendriksen stressed the importance of mitigating the concerns of the residents in <br />the area. He suggested the applicant consider putting in some sizeable pine trees in the area as a <br />natural buffer. <br /> <br />Upon a suggestion by one of the citizens, Mr. Nybeck agreed to take into consideration designing <br />the parking lot more perpendicular to the school, possibly making the ball field more feasible. He <br />added that this would make the drop-off area better also. <br /> <br />Motion by Commissioner Deemer to recommend City Council grant final plat appmvai to the site <br />plan for the expansion of Ramsey Elementary School contingent upon City Council review, City <br />Staff Review Letter, discussion on modifications of site plan, intersection lighting added to the site <br />plan at the accesses, and the modified site plan being brought back to the public hearing for <br />rezoning. <br /> <br />Commissioner LaDue stated the motion was inappropriate, explaining that City Council will review <br />the site plan, but at that point the Planning Commission is out of it. <br /> <br />Commissioner Deemer withdrew his motion. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to table site plan <br />approval in order to discuss the revisions at the January meeting of the Planning Commission. <br /> <br />Further Discussion: Commissioner Holland inquired whether this would hold up the process, and <br />Ms. Frolik felt that it would not.
