Motion carried. Voting Yes: Acting Chairperson Hendriksen, Commissioners Deemer, Holland, <br />LaDue, and Thomd. Voting No: None. Absent: Chairperson Bawden and Commissioner Terry. <br /> <br />Chairperson Bawden arrived at 8:30 p.m. <br /> <br />Case 02: Request for Site Plan Approval; Case of Ralph's Gun and Pawn <br /> <br />Zoning Administrator Frolik stated that in September 1993 Ralph Nissen relocated Ralph's Gun & <br />Pawn from 6131 Highway #10 N.W. to 6101 Highway #10 N.W. The address of 6101 Highway <br />#10 N.W. was deficient of certain site improvements such as paved and curbed drive and <br />customer/employee parking areas, and Mr. Nissen was informed by City Staff at that time that <br />these site improvements were required in order for commercial activity to occur on the property. <br />Approval for these site improvements must be obtained from the City via a site plan approval. Ms. <br />Frolik advised that the site plan proposes to install B-612 curbing around the perimeter of the <br />blacktop, staff is recommending waiving curbing on the west side of the driveway as this entrance <br />from Highway #10 N.W. is one of 2 that will serve the other 3 lots to the west in Guy Addition. <br />She added that the City Engineer has recommended the construction of a sump area on the north <br />side of the building. It has also been noted that the applicant does park vehicles and equipment on <br />the west side of the building, and if this is to continue, a mw of paved and curbed parking should <br />be constructed in this area also. <br /> <br />Chairperson Bawden inquired as to the applicant's response regarding the parking on the west side <br />of the building. <br /> <br />Ms. Frolik stated that Mr. Nissen has not responded and is not present at this meeting. <br /> <br />Commissioner Deemer stated he didn't find the sump relevant. <br /> <br />Commissioner Hendriksen explained that the drainage is for the mn-off in the spring and other <br />instances which need to be accommodated. He inquired if City Staff has heard from Mr. Nissen <br />since the date of City Staff Review Letter, 11/29/94. <br /> <br />Ms. Frolik replied no. <br /> <br />Chairperson Bawden inquired whether delaying this another month would be a problem. <br /> <br />Ms. Frolik stated that since the construction season is over, it would not cause a problem. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Holland to table site plan <br />approval to Ralph's Gun and Pawn enabling the applicant to respond to the Staff Review Letter <br />dated 11/29/94 and the concerns regarding the storage area. <br /> <br />Further Discussion: It was the consensus of the Planning Commission that this would be on the <br />January agenda. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Holland, <br />Deemer, LaI)ue, and Thom& Voting No: None.
