Case #3: Review Parks and Trails Plan <br /> <br />Parks and Utilities Supervisor Mark Boos gave a presentation regarding the Park and Recreation <br />Commission's update, prepared by Biko and Associates, of the location plan for parks and mils <br />which will become a part of the Comprehensive Plan Amendment. He advised that this has not yet <br />been approved by the Park and Recreation Commission but will be presented at their meetin.g on <br />December 8. He noted that this plan was similar to the 1991 Park Plan approved by a premous <br />City Council. He stressed that it is important to remember that the Park and Recreation <br />Commission's plan is intended to represent (1) destination linkage, not precise trail alignments; (2) <br />projected park locations based on possible future need; (3) alternates where variables such as future <br />residential development and road alignments are unknown; and (4) priority trail heads; not each <br />parking or access point. <br /> <br />Commissioner Deemer inquired whether this would go to a public hearing. <br /> <br />Mr. Boos responded that it would go to a public hearing as part of the Comprehensive Plan <br />Amendment. <br /> <br />Chairperson Bawden questioned why there were portions of the Trott Brook Trail that allowed <br />snowmobiles and portions that did not. <br /> <br />Mr. Boos stated the intention was to get snowmobilers from east to west and possibly out of town <br />and away from residents. He added that the Trott Brook Trail is the only trail that allows any <br />motorized use whatsoever. Mr. Boos also stated that all trails are expected to be paved. <br /> <br />Commissioner Hendriksen disagreed that all trails should be paved. He stated that horseback <br />riders and cross country skiers would not prefer paved trails. <br /> <br />Mr. Boos reiterated that the Park and Recreation Commission has not yet adopted this plan. <br /> <br />Commissioner Deemer questioned some of the off-road trails, indicating that many of the trails <br />seem to be going through wet property. <br /> <br />Mr. Boos agreed that there is a lot of wetland to deal with. He remarked that many of these trails <br />may never occur, and some may take 10-15 years. <br /> <br />Commissioner Deemer inquired about the purpose of the trail going around Grass Lake (a.k.a. <br />Sunfish Lake). <br /> <br />Mr. Boos stated he believed the area is zoned residential. <br /> <br />Commissioner Deemer stated the Park and Recreation Commission is making an assumption that <br />people want a trail there. <br /> <br />Bill Smith, Biko Associates, recited the example of Lake Calhoun and Lake of the Isles, wherein <br />someone made a very intelligent decision to make the area around the lakes public domain thereby <br />putting that area on the map. <br /> <br />Mr. Boos also indicated that by having an area public domain, it allows more control to protect the <br />area. <br /> <br />Commissioner Deemer questioned whether is was physically possible to put a trail around Sunfish <br />Lake. <br /> <br />Planning Commission/December 6, 1994 <br /> Page 7 of 12 <br /> <br /> <br />
