COMMISSION BUSINESS

Case #1: Business Appreciation Day.

The flyers for Business Appreciation Day were sent. Reservations have been made for four teams
for golf, there have been a couple of hole sponsors and door prizes donated. This year's effort
must be increased to improve attendance. Each of the EDC members and Mr. Gromberg agreed to
donate $10 per person toward two, oversize-drivers for door prizes. Each EDC member updated
the Commission on the progress made in contacting local businesses to provide teams and door
prizes.

Case #2: Land Use Plan Update.

RLK Associates were present to discuss recommendations for the Land Use Plan. This will
include the type and development of road thoroughfares and types of land uses the EDC would like
to see. Figure 7b was developed at the July 20, 1994 meeting, and along with that figure, a memo
was included regarding the issues that need to be addressed in the Comprehensive Land Use Plan
Update.

Mr. Schwanke and Mr. Smyser of RLK Associates introduced themselves and proceeded with
their presentation. Mr. Schwanke stated that they would be updating the Comprehensive Land Use
Plan and the Shoreland Maps for the City of Ramsey. BIKO Associates will be updating the
Transportation Plan which will be completed by Mr. Bill Smith. He also mentioned that the
process began last December and several meetings were conducted with a small subcommittee of
the Planning Commission to come up with the last set of figures that were presented at the joint
meeting on July 6, 1994.

The main focus of the Comprehensive Land Use Plan Update will be the Highway gl0 area. It
will also include some other areas in the City of a very general nature. However, it was deemed
imperative that the Highway gl0 corridor be addressed specifically and a plan of action for that
area be set. A recommendation will be decided upon to forward to City Council and a joint public
hearing scheduled for the Planning Commission and the Economic Development Commission to
present this plan to the public.

Commissioner Ullen asked why the western bridge alignment was chosen as the preferred
alignment and the eastern alignment, which already has right-of-way purchased, appears to be less
than favorable.

Mr. Schwanke indicated that the Planning Commission determined it would be better for the bridge
to come across in an area that could be developed rather than a park area. Also, traffic should not
be encouraged to go north through the City of Ramsey to Burns which would encourage their
development.

Commissioner Ullen asked why, even though people are not necessarily encouraged to go north to
Burns, Burns will still eventually develop and people will need to be able to get from Point A
(bridge crossing) to Point B (Burns).

Mr. Schwanke indicated that Highway gl0 is currently the major corridor and that the Planning
Commission felt the City should be focusing on how to get traffic back onto Highway gl0 and to
develop the Highway gl0 corridor throughout the City.

Economic Development Commission /August 4, 1994
Page 2 of 5
