Commissioner Ullen suggested this idea may be short-sighted and that the City should look at a <br />longer term view of development of the area, including the surrounding communities. <br /> <br />The members of the EDC questioned why the Planning Commission is concerned about people <br />moving north of the Highway #10 corridor. <br /> <br />Commissioner Ullen commented that bridge building will be tough when we need to acquire a new <br />right-of-way to replace one currently in existence and that funding would be especially difficult. <br /> <br />Mr. Smyser of RLK Associates stated that the bridge and Highway #10 are a major development <br />area and that a bridge alignment near the park, as it is currently shown, would infringe upon the <br />development and future uses of the park as this was also the feeling of the Planning Commission. <br /> <br />Commissioner Ullen disagreed with this position and stated that an interchange would be more <br />compatible with a park than will residential property. <br /> <br />Chairperson Wagner interjected that the bridge may never become a reality, but our plan should <br />allow for the bridge alignment in either location. When the Department of Transportation decides <br />that it will fund and construct a bridge, the decision of its exact alignment will more than likely be <br />made by Anoka County and Mn/DOT, with only a passing recommendation from the Cities of <br />Ramsey and Dayton. <br /> <br />Mr. Schwanke stated that this is true; however, the City can, at times, encourage and direct the <br />development of bridge crossings by the development of the infrastructure associated with these <br />projects. Identification of a preferred corridor may be desirable to develop parts of the corridor <br />length. <br /> <br />Mr. Smyser stated that the City itself may not build the bridge, but the interchange or the planning <br />of the interehange would accelerate bridge development. <br /> <br />Chairperson Wagner stated that he would like to see the total land use plan be more general and <br />market driven so that it would not necessarily reflect a zoning map and would be more flexible. <br /> <br />Mr. Smyser stated that the land use plan is the framework, while the zoning map is the actual <br />implementation of this plan. <br /> <br />Commissioner Kent commented on the traffic patterns, current and long-tenn. He feels there is a <br />need to see that long-term development allows for a north/south corridor to be in place when <br />Ramsey is fully developed. <br /> <br />Commissioner Stafki cautioned against attempting to duplicate the development of the City of <br />Anoka as there are problems with the Ferry Street alignment and traffic flow. <br /> <br />Commissioner Nelson stated that there are already dramatic increases in the traffic along Armstrong <br />Boulevard. We need to plan for future traffic flows. <br /> <br />Commissioner Kent concurred that we should show a north/south collector on the Comprehensive <br />Land Use Plan and our future Transportation Plan so there is an option for development of a <br />north/south corridor in the event of a Mississippi River bridge crossing. <br /> <br />Commissioner Ullen commented that the bridge will force the development of the City and that <br />development will come; therefore, it needs to be planned for.
