Commissioner Stafki felt that a Mississippi River bridge crossing will affect a change in the City. <br />The effect of those changes upon the residential community must be minimized. Mr. Stafki asked <br />where the actual end of the bridge would be located. <br /> <br />Mr. Schwanke replied that the bridge head would be at the east/west collectors, and at this <br />Commission's recommendation, the development of a north/south collector. <br /> <br />Mr. Wagner indicated that the final question to be discussed on this subject was the type of <br />interchanges that would be constructed along the bridge alignment and County Road #116. The <br />main concern regarding the type of interchange would be that the City does not recreate similar <br />problems that exist in the City of Anoka with the bridgehead on Highway #169. This causes a <br />huge amount of congestion with the intersection of Main Street. <br /> <br />Mr. Schwanke indicated that they have not reviewed the type of interchange that would be <br />developed; however, if a bridge is built, they would try to design an interchange that would <br />provide for the best flow of traffic. If a north/south corridor was part of this bridgehead <br />development, it would directly affect the type of interchange. <br /> <br />Mr. Smyser commented that although the market driving the development has been discussed, the <br />market is not always the best way to drive the future look of a city and the City of Ramsey may <br />want to get directly involved in the type of development done so that it can influence the future look <br />of the City. The City needs to be very knowledgeable about what it expects to look like in the <br />future so that when a proposal is solicited, they can understand exactly what the City would like <br />them to do and what is expected from the project. <br /> <br />Chairperson Wagner asked if Figure 7b was too general a basis for the Comprehensive Land Use <br />Plan. <br /> <br />Mr. Schwanke answered that it may be, but the text would need to be specific enough so people <br />would know what to expect the City to become. <br /> <br />Commissioner Stafki was excused from the meeting at 8:35 p.m. <br /> <br />Mr. Schwanke asked if the Commission was, at this time, giving a recommendation that the <br />corridor should be moved over and whether the City should be looking at a north/south collector <br />and what the next step would be. <br /> <br />Mr. Gromberg stated he believes that the next step would be for the Economic Development <br />Commission to present a recommendation to the Planning Commission and City Council. City <br />Council would then do their review and a public hearing would be held. <br /> <br />Motion by Commissioner Ullen and seconded by Commission Kent that because of the cost, <br />length of the corridor, the position and adverse aesthetics to the community, and the need for a <br />north/south collector, that the currently indicated alignment of the bridge, also known as the <br />easterly alignment, be the preferred route of the Land Use Plan for the City of Ramsey and that the <br />City consider and show on the Comprehensive Land Use Plan based upon Figure 7b, the <br />development of a north/south corridor for traffic coming across the bridge when, and if, the bridge <br />is constructed. <br /> <br />Motion carried. Voting Yes: Chairperson Wagner, Commissioners Ullen, Nelson and Kent. <br />Voting No: None.
