Case #2: 1994 Community Development Block Grant (CDBG) Funds <br /> <br />Zoning Administrator Frolik stated that $9,000 of CDBG funds were allocated to pave the <br />trail at Central Park. It will take $19,000 more to complete the trail unless some of the <br />work is done in-house; that amount would be reduced to $10,000. There is a request for <br />$30,000-for Topographic Mapping, $20,000 for Storm Water Management Plan Update, <br />$2,000 for the Community Emergency Action Program, $1,000 for ARC of Anoka <br />County, $3,000 for Alexandra House, $2,000 for Rise, Inc., $2,000 for Meals on Wheels, <br />and $3,000 for the Senior Outreach Program. She explained that a public hearing is <br />scheduled for February 8, 1994, and at that time Council will make the allocations for the <br />funds. She added that the funds can also be banked and rolled over to the next year. <br /> <br />Chief Auspos stated he would like to see the Alexander House get their funding as their <br />work is very helpful and is a long-term benefit to the City. <br /> <br />Councilmember Hardin stated he would like to see some dollars set aside for renovation of <br />the old school house. He stated the City has the only original brick school house in the <br />state and such an asset should not be wasted. It could be used as a learning center or <br />museum. <br /> <br />Chief Auspos stated that he and Parks/Utlifies Coordinator Boos had talked about the <br />school house and that it should be moved to one of the City's park sites and be set-up for a <br />learning center. <br /> <br />City Administrator Schroeder stated that the City had requested, but did not receive, a grant <br />to move the building. The Park and Recreation Commission have discussed this project <br />briefly and felt they and the Economic Development Commission should discuss this <br />further. <br /> <br />Ms. Frolik stated that the cost of moving the building would not qualify for CDBG <br />funding. <br /> <br />Councilmember Peterson stated there are some planning items the City has to deal with <br />also. <br /> <br />Case #3: Participation in the Minnesota Municipal Money Market Fund <br /> <br />Finance Officer Hart stated that the Minnesota Municipal Money Market Fund (4M Fund) is <br />a professionally managed money market fund. It enables Minnesota cities to pool short- <br />term investable monies and earn high money market rates while maintaining safety of <br />principal. She stated she has a past and positive experience participating in this fund. <br /> <br />Councilmember Hardin inquired about the funds being insured. <br /> <br />Ms. Hart explained that the funds are insured and 110% collateralized. <br /> <br />Councilmember Hardin inquired about transaction fees to which Ms. Hart explained there <br />are none. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to recommend <br />Council adopt the resolution authorizing entry into a Joint Powers Agreement in the form of <br />a Declaration of trust establishing an entity known as "Minnesota Municipal Money Market <br /> <br />Finance Committee/January 18, 1994 <br /> Page 2 of 4 <br /> <br /> <br />
