services and would forward all billing questions to AEC regarding readings and payments. <br />The City would still maintain at least one meter gun for checking meters when installations <br />are made and when a customer requests that a meter be checked for mechanical purposes. <br />Ms. Hart stated the cost to the City to provide the services outlined is $2.81 per account per <br />quarter. The time required for the Finance Department has been continually increasing over <br />the past few years and based on the projections for utility connections, would require a <br />request for additional personnel, probably in 1995. A full-time finance position was <br />reduced to part-time early in 1993 under the pretense that the utility billing would be done <br />by AEC as early as August 1993. Additional time for meter reading would also have to be <br />reallocated. The use of this service would allow the City to begin to bring its utility funds <br />into a positive status without large increases in rates. Staff feels that this venture would be <br />a viable and positive move for the City. <br /> <br />Mayor Gilbertson and Councilmember Peterson expressed positive comments about <br />contracting with AEC. <br /> <br />Couneilmember Zimmerman inquired about the people calling with concerns or problems. <br /> <br />City Administrator Schroeder suggested there would be initial confusion, however, it <br />would be up to AEC and the City to help rid the confusion. <br /> <br />Councilmember Hardin inquired if the City Attorney had reviewed the agreement yet and if <br />it is a three-year contract, there should be a provision that if AEC does not want to do the <br />billing anymore, they need to provide the City ample notice. <br /> <br />Ms. Hart stated that the City Attorney would be reviewing the agreement and that she <br />would have Councilmember Hardin's suggestion incorporated into the agreement. <br /> <br />Mr. Schroeder reminded the Finance Committee that AEC cannot make a profit on this. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Hardin to recommend that <br />City Council approve the three-year agreement with Anoka Electric Cooperative to provide <br />utility billing services to the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. <br />Voting No: Couneilmembers Beyer and Zimmerman. <br /> <br />Case 02: 1994 Becky Weiss Memorial Road-eo <br /> <br />Finance Officer Hart stated that the Becky Weiss Road-eo has a fund balance of about <br />$3,800 and it needs donations of $2,400, which should not be a problem to get. The <br />Road-co does not require money from the City; however, it does require City Staff time. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to recommend City <br />Council authorize City Staff to schedule the 1994 Becky Weiss Memorial Road-eo for <br />Saturday, May 7, 1994 at the Municipal Center. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman.
