under a maintenance agreement with MASYS, but the terminals and keyboards are not. <br />MASYS would have to come out on a time and materials basis in order to diagnose the <br />problem. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to approve <br />contracting, on a time and materials basis, with MASYS to diagnose the continuous "lock- <br />up" problems being experienced on the TI990 mainframe computer system. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case g6: Curbside Recycling Contract <br /> <br />Economic Development Coordinator Gromberg stated that the curbside recycling contract <br />expired at the end of 1993. The recycling service has been provided on a month-to-month <br />basis and was to continue that way until the City made a decision on the future type of <br />billing system that would be available and the possibility of the implementation of a charge <br />for the recycling service. The City has now negotiated a two-year contract with ACE. Mr. <br />Gromberg listed the major changes and added that the second year contract contains an <br />escape clause in case the City changes the way in which recycling service is provided. He <br />stated that Staff is recommending approving this contract with ACE and to consider <br />funding sources for the recycling program. <br /> <br />Councilmember Beyer inquired how many other refuse companies. Mr. Gromberg had <br />contacted regarding a recycling contract. <br /> <br />Mr. Gromberg replied that he had not contacted any others; he is proposing this contract <br />with ACE, as was directed by City Council. <br /> <br />Councilmember Beyer felt that Mr. Gromberg should check with other haulers as there may <br />be some who could offer the services cheaper. <br /> <br />Mr. Gromberg stated that opening the service up for bids was discussed, however, Council <br />directed Staff to look at possibly changing the way the service is provided at the end of <br />1994, and to look at extension of the contract on a month-to-month basis until the City <br />finds out about the billing process. He suggested that most haulers would just as soon not <br />do recycling. He reiterated that Council had directed that the same contract be extended. <br /> <br />Councilmcmber Zimmerman stated that if the recycling service is opened up for bids, it <br />would show the public that the City is trying to get the best price for them. He added that <br />other services are opened up for bids. <br /> <br />Mr. Gromberg stated that if City Council wants to do that, it could certainly be done. <br /> <br />Councilmember Peterson inquired how much of a problem it would be to have the <br />recycling picked up every other Monday in the first year as opposed to waiting until the <br />second year of the contract. <br /> <br />Mr. Gromberg felt it would not be a problem, except that a lot of literature regarding <br />recycling days have gone out to the public. <br /> <br />Discussion ensued regarding going out for bids. <br /> <br />Finance Committee/March 22, 1994 <br /> Page 3 of 5 <br /> <br /> <br />
