City Administrator Schroeder stated that the next step is to have a discussion about what <br />option Council prefers and the budget consideration. He noted that the case sheet points <br />out what he feels the City can afford without raising the tax base. <br /> <br />Councilmember Peterson stated he is very impressed with the report from BKPR. <br /> <br />Case g2: Review and Adopt the 1995 Budget Calendar <br /> <br />Finance Officer Hart explained that Ramsey City Charter specifically states that a budget <br />calendar shall be established annually by resolution. However, before adopting the <br />calendar, the fa'st Council meeting in September and the first Council meeting in November <br />must be rescheduled due to the Primary and General Elections. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />recommend to City Council that the City Council meetings that would normally be held on <br />Tuesday, September 13, 1994, and Tuesday, November 8, 1994, be rescheduled to <br />Monday, September 12, 1994 and Monday, November 7, 1994, respectively. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Hardin and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend to City Council to adopt the resolution approving the City of Ramsey's 1995 <br />Budget Calendar. <br /> <br />Motion carried. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case #3: 1.994 Challenge Grant Acceptance <br /> <br />Economic Development Coordinator Gromberg explained that the City applied for and <br />received a grant of $4,000 to continue Ramsey's Oak Wilt Program. He suggested that this <br />year's focus of the grant is to develop a computerized mapping system for the City. This <br />will include a base map and various overlays showing zoning, tree cover, wetlands, etc. <br />This mapping will be helpful in completion of the City's current comprehensive plan <br />updating. The grant program requires an in-kind contribution from the City and Staff has <br />indicated that the majority of these costs will be in-kind contributions such as previously <br />budgeted staff time. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />recommend that Council direct the Mayor and City Administrator to sign all required <br />paperwork for the acceptance of the 1994 DNR Challenge Grant and to allocate the <br />resources necessary for the local match. <br /> <br />Motion carded. Voting Yes: Councilmembers Zimmerman, Hardin and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case #4: Review Proposed Revisions to the Lawful Gambling Ordinance <br /> <br />Finance Officer Hart announced that she has been reviewing the City's lawful gambling <br />ordinance along with Councilmembers Beyer and Zimmerman. Some of the changes made <br />were simply "housekeeping" changes; however, there were two major changes made to <br />Section 7.61.05 Conditions and 7.61.09 Use of Lawful Gambling Net Profits.
