it easier for both the City to regulate and the various non-profit organizations to comply <br />with, and to establish a "regular" cash flow for the City. The section on Conditions <br />originally contained an item which imposed a limit on the number of locations any one <br />organization could operate in the City of Ramsey. This item has been eliminated. A new <br />item has been added which limits the maximum number of gambling devises (i.e., pull- <br />tabs, tip-boards, or paddlewheels) at any one location to two of any one device. Ms. Hart <br />explained that the section of the Use of Lawful Gambling Net Profits stipulates the amount <br />of, and basis for, computing the required contribution to the City based on net profits. The <br />original percentage was 10 percent of net profits which is defined as profits, less amounts <br />expended for allowable expenses. The gambling organizations were allowed to deduct <br />taxes in determining net profits even though they are not defined as allowable expenses. In <br />addition, if a net loss occurred after the deduction of these taxes, the net loss was allowed <br />to be carried forward to offset future net profits in a given permit year. The amendments <br />proposed for this section would eliminate any direct reference to a particular percentage, but <br />rather indicate that a percentage will be established by Council resolution. The proposed <br />wording has also been changed to indicate that taxes will no longer be allowed as <br />deductions when determining net profits, nor will any net losses be carded forward at any <br />time. Ms. Hart stated that she and City Attorney Goodrich reviewed the proposed changes <br />with the Compliance Division of the Gambling Control Board and were found acceptable. <br />She added that the percentage being proposed at this time is three percent of net profits. <br />This should net the City approximately the same dollars as 1993, only on a more consistent <br />basis. She also stated that the City has the option to go as high as ten percent. <br /> <br />Jerry Hamlet, Ramsey Lions, was present and stated he is opposed to limiting the number <br />of gambling devices in one location and also that the wording in the proposed ordinance <br />should be changed to be easier understood. He also objected to paying a tax on taxes. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />recommend City Council direct Staff to place the proposed ordinance on the May 10, 1994 <br />Council agenda for introduction. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Hardin and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and CouncilmemberBeyer. <br /> <br />Case #5: Request for Donation to Business Landfill Coalition <br /> <br />City Administrator Schroeder stated that the Anoka Area Chamber of Commerce is <br />requesting a $500 donation from the City of Ramsey for the Business Landfill Coalition. <br />The money raised would go toward paying the coalitions lobbyist, North State Advisors. <br />Mr. Schroeder pointed out that the $500 was not in the budget and he recommended <br />denying the request. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to <br />recommend City Council deny the request by Anoka Area Chamber of Commerce to donate <br />$500.00 to the Business Landfill Coalition. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin and Peterson. Voting No: <br />Councilmember Zimmerman.
