Case #6: Curbside Recycling Contract <br /> <br />Economic Development Coordinator Gromberg stated that the City is currently operating <br />under a month-to-month contract with Ace Solid Waste Inc. (Ace) for curbside recycling <br />service. At their March 22, 1994 meeting, Council directed entering into a one-year <br />contract with Ace and to have the pick-up changed to be every other Monday. Council also <br />directed that after one year, the contract for curbside recycling should be opened up for bids <br />and that Staff develop an option to provide funding for the continuation of the recycling <br />service. Mr. Schweizer, in his response to the City, had suggested an 18-month contract <br />as opposed to a 12-month contract. Mr. Gromberg noted that Mr. Schweizer is present to <br />answer any questions the Committee may have. <br /> <br />Councilmember Zimmerman recollected that Council agreed to a 12-month contract. <br /> <br />Mr. Schweizer suggested that the City could secure the price for an additional six months <br />with an 18-month contract. He informed the Committee that he is also in the process of <br />developing a co-mingled recycling program that he is planning to present to Ramsey in <br />1995. The new system would require three separations as opposed to five. He stated this <br />new equipment would be a five-year commitment for his company; however, he is asking <br />that the City at least consider committing to 18 months. <br /> <br />Councilmember Zimmerman commented again that Council agreed to a 12-month contract. <br /> <br />Councilmembers Hardin and Peterson felt that extending the contract to 18 months made <br />sense because of keeping the cost the same. <br /> <br />City Administrator Schroeder suggested a 12-month contract with an option to extend it six <br />months. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to <br />recommend City Council enter into a one-year contract with Ace Solid Waste, Inc. for <br />recycling pick-up, with an option to extend the contract six months. Ace will be notified by <br />the first pan of next year whether or not the City is planning to extend the contract. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson and Hardin. Voting No: <br />Councilmember Zimmerman. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case g'/: Report on Diagnosis of TI990 Computer Problems <br /> <br />Finance Officer Hart stated that Council authorized having MASYS Corporation diagnose <br />the "lock-up" problems being experienced by the Police Department on the TI990 computer <br />system. MASYS installed a new memory board which virtually doubles the memory on <br />the system. This board will be left in place for 60 days to test the theory that a memory <br />shortage is causing the lock-up. After 60 days, if the lock-up problem has not returned, <br />MASYS will sell us the memory upgrade board for $500.00. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to <br />recommend to Council to approve the purchase of the upgraded memory board from <br />MASYS Corporation for $500.00, pending the outcome of the 60-day test period. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Peterson and Zimmerman. Voting <br />No: None.
