Couneilmember Zimmerman suggested sending a letter to Ramsey businesses and maybe <br />some of them would be interested in donating bleachers. <br /> <br />Mr. Boos stated he thinks there is an allowance for a capital improvement purchase of land <br />in 1997 or 1998. He added that he will call the facilities manager for Panterra about the <br />land and also Dave Baack, President of RYAA, about the parking problem. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case 02: General Discussion of Street Lighting Utility Rate <br /> <br />Finance Officer Hart stated there is a case on the following Council meeting dealing with <br />the installation of subdivision street lights. It has become necessary to consider the basis <br />for street lighting utility rate. She stated that since the utility billing is done through Anoka <br />Electric Cooperative, the City has the ability to bill any type of service throughout the <br />community. Ms. Hart presented an ordinance that would allow the City to establish street <br />light utility rates. She stated that City Attorney Goodrich had reviewed this proposed <br />ordinance and recommended deleting the penalties section because it is too difficult to <br />prosecute someone for not paying for their street lights. Collection will be handled by the <br />County Auditor. <br /> <br />City Administrator Schroeder stated that this proposed ordinance would not have a second <br />reading until after the petition process time is up for the Green Valley Estates Second <br />Addition street light petition. He added that even if the Green Valley Estates Second <br />Addition petition is defeated, City Council can still adopt the ordinance allowing the <br />Council to establish street light utility rates. <br /> <br />Councilmember Hardin inquired how the City bills for street lights on County Roads to <br />which Ms. Hart replied these are priority lights and residents are not billed for them. <br /> <br />Ms. Hart stated that the rates will be determined by resolution and can be changed yearly. <br /> <br />Mr. Schroeder stated that the City will address all enterprise utility charges based on <br />operating expenditures each year. <br /> <br />Councilmember Zimmerman inquired what AEC charges for installation of the street lights <br />to which Ms. Hart replied $400 to $600. It is cheaper to install them in the new <br />subdivisions because street lights are planned for and transformers are placed where they <br />should be - the developer pays for that. <br /> <br />Ms. Hart explained that this case was for informational purposes only and that the <br />Committee did not have to take any action at this time. <br /> <br />Case #3: Archaeological Study for the Proposed Sunwood Drive N.W. <br /> <br />City Administrator Schroeder stated that the City has submitted an Environmental <br />Assessment Worksheet (EAW) for the proposed section of Sunwood Drive N.W. between <br />Krypton Street N.W. and County Road #116. In the completion of the review period for <br />the EAW, the Minnesota Historical Society has requested that the City complete an <br />archaeological survey for the construction area. In the past, these surveys were completed <br />under the State contract and there was no cost to the City. This policy has since been <br />changed. The City solicited bids and the lowest one received is just under $1,200.
