City Administrator Schroeder stated he sees a lot of wetland stuff coming across his desk. <br />He inquired if Mr. lankowski was a little light in his estimate. <br /> <br />Mr. Jankowski stated that a lot are real inexpensive - put in by BOWSR. The expensive <br />ones are really technical. We will not be getting into these. He listed the dues and <br />memberships plus the subscriptions for his department. With regard to contract services - <br />$120,000 - a major focus on $100,000 will be the City's portion of the street maintenance <br />program.. Intern Heidi Welsch has been doing some of the City's pavement ratings. We <br />would llke to schedule streets based upon their condition. In the past, we would not have <br />sufficient dollars at the current level of funding as is projected. We are basically trying to <br />tailor our program to the funding level. <br /> <br />Mr. Schroeder inquired if the $100,000 will be escalated $10,000 a year. <br /> <br />Mr. Jankowski stated that's what he is trying to identify by the rating. We will have more <br />streets than what we have money to do because 36% of the streets were constructed in a <br />six-year period. <br /> <br />Mr. Schroeder inquired if the new analysis would perhaps delay a few programs to which <br />Mr. Jankowski replied yes. <br /> <br />Parks/Utilities Supervisor Boos inquired if the rating program would lessen the number of <br />residents upset by the maintenance. <br /> <br />Mr. Jankowski replied he did not know. <br /> <br />Mr, Boos inquired if the City would have another big budget item from the streets <br />constructed in the 1980's. <br /> <br />Mr. Jankowski replied yes, but not as bad. <br /> <br />Mr. Boos inquired if curb and gutter prolong their life to which Ms. Welsch replied yes. <br /> <br />Mr. Jankowski stated that curb and gutter streets are a little newer too but agreed it does <br />strengthen the weakest part of the pavement. <br /> <br />Ms. Welsch stated that a lot of the problem with breaking away is at the edges. <br /> <br />Mr. Schroeder stated we currently pay half of the improvement. He inquired of Mr. <br />Jankowski if he sees that changing. <br /> <br />Mr. Jankowski stated that is a policy decision. If we cannot come up with $100,000 a <br />year, we may have to change it. He added that streets previously sealed should not have to <br />be sealed for another seven years. Any policy change should change in some cyclical <br />manner so everyone gets the "one-half deal". The pool of objections to the change would <br />shrink. <br /> <br />Mr. Schroeder inquired if the street paving program was dropped. <br /> <br />Mr. Sankowski replied yes, but that he continues to get calls on paving.
