Community Education - Mr. Schroeder inquired if we should be involved in it. He stated <br />that funding has been decreased for it. He stated he also requests funding for Elk River <br />too, but every year it gets cut. <br /> <br />Mr. Jankowski felt that funding for community education should be increased. <br /> <br />Mr. Schroeder stated we used to pay $45,000 per year. <br /> <br />Mr. Boos stated they have restructured, as part of that amount was for the persons <br />coordinating it. <br /> <br />Mr. Schroeder stated maybe we should spend more on summer programs. <br /> <br />Mr. Boos suggested getting the kids away from tables and crafts and have environmental <br />classes; they could go through the woods, etc. <br /> <br />Mr. Schroeder asked why not fund RYAA. <br /> <br />Ms. Hart stated that if we funded RYAA, we'd have to fund all other youth groups. We <br />have no legal obligation to provide it. <br /> <br />Discussion ensued regarding the skating rinks and paying for rink attendants. <br /> <br />Ms. McAloney felt that it keeps the kids safe having someone there to "supervise". <br /> <br />Mr. Boos stated that it is providing recreation. <br /> <br />Mr. Schroeder stated that when RYAA was at Council, they suggested we have a "rink <br />attendant" for the summer to watch the bathrooms, phones, etc. Maybe that's a good idea. <br />We would not need the satellites if we had the park building open. <br /> <br />Mr. Boos stated that the concessionaire has the key. <br /> <br />Discussion occurred regarding youth association scheduling and that RYAA could do it all. <br />Mr. Boos felt that would be burdensome on the association. <br /> <br />Mr. Schroeder stated it would be, but it would be free. <br /> <br />Economic Development Coordinator Gromberg stated if we have a park attendant at Central <br />Park, wouldn't it be just another step to check out equipment. <br /> <br />Mr. Schroeder stated that if 1/4 of the City's property value goes to school in Elk River, we <br />should have some funding going to Elk River. <br /> <br />Mr. Boos commented that Ramsey provides parks here for the Elk River people too. <br /> <br />This discussion pertained to community education. <br /> <br />Mr. Auspos stated "I do not know that the City's legitimate need is to baby sit".
