Mr. Schroeder inquired if any calls were received when we cut it from 12 to 7. He stated
he got a few.

Mr. Boos stated he did also.

Ms. Hart stated they will get the dollars from somewhere; they will raise their user fees or
something.

Mr. Schroeder asked "what if we do not do this at all and they do not offer anything? Will
the police be picking this up?"

Ms. Hart stated that the parents will find something else. It's cheaper than day care. She
stated there are alternative things. They will find other ways to absorb it.

Chief Auspos felt that good kids will be good kids and bad kids will be bad whether we
offer programs or not.

Mr. Gromberg asked "aren't the borderline kids the ones these programs are really for"?

Ms. Frolik stated if you take your kids somewhere, it's a commitment on the parent's part
too; it's not a day care. She stated she had not yet decided if she is for or against funding
for community education. She felt it's good public relations for the City in maybe giving a
token to all kids' programs.

Mr. Jankowski commented on recreation being a necessary function for the City; parks are
important. He thought that sometimes the concern was to focus on education and not on
recreation.

Mr. Sehroeder asked "should we have recreation?"

Mr. Jankowski answered yes, and the City should sponsor it. One option is to hire a staff
person - a secretary.

Mr. Schroeder stated that community education has been doing that for us.

Ms. Hart stated that community ed is doing it for the community and it's paid for by us.

Ms. McAloney asked if the City has a say in what community education classes are
offered.

Mr. Schroeder replied "not really". "They offer programs and if there is not enough
interest, they cancel that class. If we say community education is not worth supporting -
isn't D.A.R.E. the same thing?"

Chief Auspos stated the implications of drug abuse are a lot worse than implications from
lack of recreation.

Mr. Schroeder asked why not have community education take over drug education.

Chief Auspos stated that could be looked into. If the school district funds D.A.R.E., there
is no problem. He felt, however, that a police person should be involved.

Mr. Schroeder asked "what if a clinical psychologist is brought in"?

Staff Budget Meeting/July 20, 1994
