Chief Auspos stated if that does the trick, he would have no problem with it.

Mr. Boos inquired "isn't the premise to build social skills, healthy attitude, em"?

Ms. MeAloney stated that maybe Community Education is not as innovative as they could
have been; maybe they should go about things differently.

Mr. Boos stated that the people he has talked to about community education are pretty
excited about it.

Ms. Frolik stated if they review the programs and cancel those with no reaction, we could
make them look harder at what they are offering initially.

Mr. C_rromberg stated if you get kids involved in the D.A.R.E. program, them may be no
drugs abuse; however, if you get them involved, young enough, in other activities, they
also learn social behaviors.

Chief Auspos inquired what the purpose/mission of community ed is.

Mr. Schroeder replied it is just to provide community programs other than what is offered
during the day.

Ms. McAloney stated she would hope they have a reason for offering what they do.

Chief Auspos stated if the goal is only to get kids in a class - parents should pay for the
classes. D.A.R.E.'s goal is to form a better community.

Ms. Hart stated, as a tax payer, how many people know the City is paying for community
education and that they (parents) are also paying when they enroll their child in the class.

Mr. Jankowski stated it is providing recreation in the City of Ramsey.

Mr. Schroeder stated that 20 years ago, our City got together and met with the school
district and wanted them to do it. Now we are asking what they do have.

Mr. Jankowski inquired whose mission is it to provide recreation - the school's or the
city's?

Ms. Hart asked if the City should provide recreation.

Mr. Jankowski asked who agreed with him that the City should help provide recreation.

Poll: Ms. McAloney, Ms. Frolik, and Ms. Welsch felt the City should help provide
recreation. Ms. Hart felt it should not.

Mr. Sehroeder stated the group is mixed and asked if anyone felt differently about summer
recreation versus winter".

Mr. Jankowski felt that summer is the peak period for outdoor activities. Winter could be
indoor pools, organized ski trips, dances for teens, etc.

Mr. Boos again mentioned the naturalist activities for the summer.

Ms. McAloney stated that kids have more free time in the summer.

Staff Budget Meeting/July 20, 1994
