Mr. Schroeder stated "if we decide we do like community school, do we continue to <br />operate recreation in the summer o do we increase recreation in the summer?" <br /> <br />Mr. Jankowsld asked if Mr. Schroeder was asking what are the alternatives to community <br />education. <br /> <br />Mr. Schroeder replied no - he is saying we could buy summer programs. He wondered <br />how many Ramsey kids receive recreation in the summer. <br /> <br />Mr. Gromberg felt it makes sense to have community education take care of the planning, <br />scheduling, etc., or give RYAA money and have them provide administrative duties. <br /> <br />Chief Auspos asked would they appreciate it. <br /> <br />Mr. Boos felt they would. <br /> <br />Discussion ensued regarding control and would RYAA really want government money. <br /> <br />Discussion also ensued regarding contracting with community ed to do the registrations, <br />setting up coaches, teams, etc. <br /> <br />Environmental Complement: Mr. Boos stated that operating supplies is at $700 and added <br />that we have almost expended it for this year. He talked about some small tools that would <br />be a help. Postage is about the same as in the past. There is not a large emphasis on tree <br />activity. Costs for training for tree inspection comes from a grant. He added that the City <br />actually has more than one tree inspector. The dues deal with being Tree City USA. <br /> <br />Mr. Schroeder stated that each year we apply for $3,000 to $5,000 in grant money in this <br />area. He asked if it's worth it for the City. <br /> <br />Mr. Boos stated that for him, the excitement has worn off. At the worst, it's a wash in <br />time expended for the $3,000 to $5,000 in grants. He added that the $33,000 oak wilt <br />grant is maybe worth it. <br /> <br />Mr. Schroeder stated that maybe put $5,000 in for grants and if not use it for that it could <br />be used for something else. <br /> <br />Mr. Jankowski stated that for grants, you have to look at each one on an individual basis. <br />You have to weigh effort versus value. Are you buying something you normally would <br />not have. <br /> <br />Mr. Boos stated it's a public perception - a positive element. Council would suggest <br />there's benefit in that, but sometimes the rate of return is not that good. <br /> <br />Mr. Schroeder stated he has heard the comment if we did not spend the time writing the <br />grants, our turf would not be in such rough shape. <br /> <br />Ms. McAloney stated it's hard for others to get excited. <br /> <br />Mr. Schroeder stated there is something positive to be gained by the public seeing the <br />grants, but is it time well spent? <br /> <br />Mr. Schroeder asked is it time well spent. <br /> <br />Staff Budget Meeting/July 20, 1994 <br /> Page 7 of 8 <br /> <br /> <br />
