Motion by Councilmember Hardin and seconded by Mayor Gilbenson to recommend City Council <br />approve of the 1994-1995 Animal Control Services contract with GACHS and authorize the City <br />Administrator to sign the contract. <br /> <br />Further discussion: Councilmember Beyer suggested there is a problem with the GACHS with <br />regard to the picking up of stray animals. A resident contains the animal, calls the Humane <br />Society, and it's two to three days before the Society comes to pick up the animal. She stated she <br />has talked with the Society and there is no real good explanation for the delay. Councilmember <br />Zimmerman added that he has been somewhat dissatisfied with the Humane Society also but for <br />lack of someone else to contract with, the City has no choice. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson and <br />Hardin. Voting No: None. <br /> <br />Case #3: 1995 Legal Services <br /> <br />City Administrator Schroeder stated that three years ago the City requested a three-year contract for <br />legal services to include a not to exceed amount. He stated that the same request has been made <br />again of Randall, Dehn & Goodrich. The proposal, which shows a slight increase, has been <br />received. He added that the increase was the cap amount so it may cost the City less. Mr. <br />Schroeder stated that Mr. Goodrich would also consider a two-year contract. He added that the <br />City could also request proposals from other law firms. <br /> <br />Mayor Gilbertson inquired of the time frame to receive other bids to which Mr. Schroeder replied <br />30 to 45 days. Mr. Schroeder added that the City could attempt to negotiate the numbers presented <br />by Randall, Dehn & Goodrich. <br /> <br />Councilmember Peterson inquired what other cities are paying for legal services to which Mr. <br />Schroeder replied he had not recently researched this; however, three years ago, Mr. Goodrich's <br />bid was pretty much "in the ball park". <br /> <br />Councilmember Peterson inquired of the Committee if they are interested in finding out what other <br />cities in the area are paying for their legal services. <br /> <br />Councilmember Hardin stated the numbers are higher but he feels they are realistic. <br /> <br />Mr. Schroeder stated that the hourly rates are not out of line, in fact, they may be on the low side. <br />He added that the City could attempt to negotiate the cap amounts. <br /> <br />Mayor Gilbertson felt that would not be necessary. <br /> <br />Mr. Schroeder stated he feels comfortable that Mr. Goodrich does not "pad" his bill. <br /> <br />Councilmember Peterson stated he is in favor of Mr. Goodrich's proposal. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Hardin to recommend City Council <br />authorize the City Administrator to enter into a contract for general legal and prosecution services <br />for 1995, 1996 and 1997 with the firm of Randall, Dehn and Goodrich. <br /> <br />Motion carried.
