Ms. Hart stated that most of the cities you are referring to do not have a "split the pie" type <br />fund. There are taxes levied for fn'e fighters. The City has the final decision about the <br />relief association as it pertains to the by-laws. She explained that in most situations where <br />you have a "split the pie" sort of thing, usually you do not find that the city contributes. <br /> <br />Councilmember Beyer asked why we can't do that. <br /> <br />Chief CJfiff'm stated that more and more fire depaxlments are going to a "split the pie". <br /> <br />Ms. Hart stated they will be going toward no cities levying for them. <br /> <br />Mr. Schroeder stated that when the fire department discussion first started, one of the <br />principal issues was fire relief. It was determined it would be a defined contribution <br />because at this time, them was no intent on getting into the annuity end of it. It's always <br />been an issue. Under a defined benefit plan, by state law, the City has to kick in what <br />actuarials say they have to. He stated he knew there would be an increase every year. <br /> <br />Councilmember Beyer stated the City is contributing to all other employees retirements and <br />she felt it should also be contributing to the fire fighters retirement. <br /> <br />Mr. Schroeder stated "we are - no other person gets state aid toward retirement". He stated <br />he is more concerned with wages. <br /> <br />Chief Griffin stated this issue has been strong enough - we put money into our own <br />retirement fund. <br /> <br />Ms. Hart stated that according to the by-laws, we have to contribute to the fn'e relief <br />association. Other employees are contributing to their own retirement. It could be looked <br />at as adding more to your retirement benefit. <br /> <br />Councilmember Beyer stated the Fire Department should get a gambling license and all the <br />money they get could go into a retirement benefit, <br /> <br />Assistant Chief Kapler stated he would llke to see the community hours that other <br />employees donate. He stated "you would be surprised". He mentioned appreciation. <br /> <br />Councilmember Peterson stated that the City appreciates the Fire Department. He added <br />that the Department was misled by it's fa'st Fire Chief. Because we have not contributed, <br />it's been a bun' in the Department's side. <br /> <br />Councilmember Beyer stated we keep saying we will look at it - why not this year. Staff <br />just wrote it out of the budget. <br /> <br />Mr. Schroeder stated that compensation will be discussed at the Personnel Committee <br />meeting in September. <br /> <br />The meeting recessed at 7:25 p.m. <br /> <br />The meeting reconvened at 7:35 p.m. <br /> <br />Building Inspection - City Engineer Jankowski stated that personnel stays the same - <br />stationary came down. <br /> <br />Finance/Budget Committee/August 8, 1994 <br /> Page 7 of 9 <br /> <br /> <br />
