facility for off-season storage of Public Works equipment for the period of the lease. Mr. <br />Schroeder stated that it is currently proposed in the 1995 budget that a portion of the <br />revenue be used toward a joint Ramsey/Anoka salt storage building at this location. <br />Without this, or comparable revenue, another alternative would need to be pursued. <br /> <br />Councilmember Beyer stated that recently Council was working together drafting plans for <br />a Public Works facility. The purchase of the Minnesota Sawdust building was proposed as <br />a building that would serve the needs of our Public Works Department. She stated she <br />couldn't get any of the Staff to say if this was a good or a bad proposal - only that it served <br />our needs. Because of this, Councilmember Beyer stated she went along with the idea. <br />This proposal of renting out the metal building came up at the last meeting. Neither of the <br />affected Department Heads or Staff were given a chance for input. With the way this <br />would be set up, Staff would have to commute from one location to another. She <br />expressed a Concern that Staff was not even consulted - their input was not taken into <br />consideration. She stated she supports businesses coming into the City but feels that we <br />owe it to our Staff that they should come first and foremost. <br /> <br />Councilmember Zimmerman inquired of Public Works Supervisor Mevissen if he was <br />contacted regarding this proposal to which Mr. Mevissen replied that he was not. <br /> <br />Mayor Gilbertson inquired of Mr. Mevissen if he would need all of the space at 14100 <br />Jaspar Street N.W. to which Mr. Mevissen replied that he would need it all. <br /> <br />Councilmember Zimmerman stated his vote was on the premise that Mr. Mevissen had <br />been contacted and that he did not need all the space. <br /> <br />Councilmember Beyer stated that if the Public Works Department cannot use both of the <br />buildings, they may as well stay where they are. She stated she thought with the new <br />facility, the equipment would be stored inside. Councilmember Beyer reiterated her <br />concern about Staff not being contacted for input. She stated that even though the City <br />could receive revenue from this, it is not in the best interest of Staff. She suggesting <br />negating the whole idea and added that she never was in favor of dropping the idea of <br />constructing a brand new building for the Public Works Department. <br /> <br />Mayor Gilbertson stated he was never in favor of spending $1.7 million for a new building <br />and felt that the purchase of the Minnesota Sawdust building is a good idea. He inquired of <br />Mr. Mevissen again if he needed all the space. <br /> <br />Mr. Mevissen replied that he could get everything stored inside using both buildings. <br /> <br />Councilmember Peterson inquired about the lease. <br /> <br />Mr. Schroeder stated that the intended time frame is two years. He added that he would <br />really like to see what the cost estimates are. <br /> <br />Councilmember Peterson suggested that Mr. Mevissen conduct an inventory of his <br />equipment. <br /> <br />Mr. Schroeder stated that the old building would be used to house seasonal equipment <br />which would make the trips back and forth infrequent. <br /> <br />Mr. Mevissen suggested that the Public Works Department and the Parks Department could <br />be separate. <br /> <br />Finance Committee/August 22, 1994 <br /> Page 6 of 8 <br /> <br /> <br />
