what is considered to be the minimum. Ms. Hart explained some of the changes in the
budget such as not replacing Jennifer Swendsen who has submitted her resignation and
including the proposed rental on the metal Public Works facility, etc. She stated that the
Committee also has to recommend a date for the budget public hearing and she
recommended Wednesday, November 30, 1994, with a second reconvene date, if
necessary, of Wednesday, December 7, 1994.

Councilmember Hardin inquired about renting the metal facility at 14100 Jaspar Street
N.W. and if Mr. Schroeder had discussed it with Public Works Supervisor Merle
Mevissen.

City Administrator Schroeder replied that he has talked with Mr. Mevissen about it and has
asked him to come up with a plan/layout for storage. He stated that even if the City rents
out the metal facility on Jaspar Street, chances are we will use a portion of it. The
proposed end user does not need all of the space. We hope to have cost estimates by the
end of next week on bringing the building up to speed.

Councilmember Hardin stated he is comfortable with a 4.5 percent increase, no more than
that.

Councilmember Zimmerman commented that the number can always come down.

Ms. Hart stated that Mayor Gilbertson has indicated he, too, is comfortable with a 4.5
percent increase. She added that Councilmember Beyer has not yet submitted comment.

Councilmember Peterson stated it gets real uncomfortable when we have six percent in
costs and only a four percent increase.

Councilmember Hardin inquired if Ms. Hart had received any proposed numbers from
Anoka County or from the School Districts to which Ms. Hart replied no.

Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to
recommend that Council adopt the resolution approving the proposed maximum 1994,
payable 1995, tax levy in the amount of $1,215,043 and to schedule the City of Ramsey's
initial budget public hearing on Wednesday, November 30, 1994, at 7:00 p.m. and a
reconvene date, if necessary, of Wednesday, December 7, 1994, at 7:00 p.m.

Motion carded. Voting Yes: Councilmembers Zimmerman and Peterson. Voting No:
Councilmember Hardin. Absent: Mayor Gilbertson and Councilmember Beyer.

Case //2: Authorization to Expend Construction Dollars for 14100 Jaspar
Street N.W. (New Public Works Facility)

City Administrator Schroeder stated that Staff is asking for approval to go ahead with
whatever process it takes to remodel the new public works facility. He added this is not to
award bids, just to proceed to that process.

Councilmember Zimmerman inquired why the floor repair came in so much more over
budget to which Mr. Schroeder replied that originally we thought we would be able to do
one floor drain. The contractor recommended we take up the entire floor. Public Works
agrees with the contractor.

Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to
recommend Council authorize proceeding on remodeling of the property at 14100 Jaspar

Finance Committee/September 12, 1994
