Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case #3: Consideration of Budget Amendment for the Purchase of <br /> Twenty-Five Replacement Helmets for the Fire Department <br /> <br />City Administrator Schroeder stated that the Fire Board heard a request, by the Fire <br />Department's Training Officer, for new helmets for the entire department. Their present <br />helmets have been deemed unsafe and no longer meet OSHA standards. The Board is <br />recommending the purchase of these helmets. Mr. Schroeder added that the Department <br />can continue to use their present helmets until the new ones arrive. <br /> <br />Finance Officer Hart stated that there are still dollars in the Fire Department's budget to <br />cover this pumhase. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend City Council adopt the resolution authorizing a budget amendment for the <br />purchase of 25 replacement helmets for the Fire Department. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Zimmerman and Peterson. Voting <br />No: None. <br /> <br />Case #4: <br /> <br />Approve Agreement to Extend City Utilities to Lot 1, Block 1, <br />Gateway North Industrial Park, Plat 4 and Authorize <br />Closing/Transfer Title on the Property <br /> <br />City Administrator Schroeder stated that the purpose of this case is to ask for authorization <br />for the development agreement with Raymond Renner, prospective owner of the Ramsey <br />Athletic Club; authorization for the development agreement with a machine shop; and <br />authorization to sell land to that machine shop. He stated this relates to two different <br />developments; however, they are being treated as one case because they are intertwined due <br />to the utility lines. <br /> <br />Finance Officer Hart stated that with the sale of the Ramsey Athletic Club, the new owners <br />are being forced to hook up to City sewer and water. The new owner, Mr. Ray Renner, is <br />suggesting if the City purchases the land to the west of the club, he could extend his utility <br />line and the City could give him credit for the SAC/WAC charges. Of the approximate <br />$58,000 cost to install sewer, he is proposing rather than give credit for all, they donate <br />labor and we pay for material cost up front; it nets out the same. <br /> <br />Mr. Raymond Rennet was present and stated that the past owner of the Ramsey Athletic <br />club left a fairly viable business and the bank had 60 months to run it. They now have to <br />get rid of it. Twenty-two percent of the cost of the building is tied up in utilities. He stated <br />that in discussing this with City Engineer Jankowski and Finance Officer Hart, it was <br />determined that there may be a way we could put a flow meter on the well to see what the <br />building does do. The sewer is being pumped every other day. He stated this proposal <br />would help both the City and him out. He stated he is asking for help with the cost of the <br />materials. He contacted W.B. Miller to give him an estimate. The sewer line is about 125 <br />feet to the neighbors - 820 feet end to end. The pool does not drain into the drainfield; <br />there is no drain on the pool. He stated he is hoping to come up with the flow meter and <br />that he would like to see the use of the water down.
