He has the County permits and he has the heavy equipment to bring in. He added that he has a time frame of November 15, 1994. Finance Officer Hart stated that this is not a new concept; the City has done this before. Mr. Schroeder stated that it's all cash to the City because of TIF. Councilmember Zimmerman inquired if Mr. Renner would be able to drain his pool to which Mr. Renner replied no, the pool is cleaned. Mr. Renner reported that there are about 940 Ramsey families who go to the health club; some come from as far away as Bloomington and Richfield. He stated he will be running the club basically the same way as in the past, except more aggressively. Councilmember Hardin stated he is questioning the well part of it (having City sewer but private well) and inquired if anyone else had done it. Ms. Hart stated that both ParaBody and Grosslein had done it. Mr. Renner stated that a flow meter will tell how much water the facility is using. Ms. Hart stated that a flow meter has to be put on the well anyway in order to do sewer billing. Councilmember Hardin questioned if the City wants to continue this policy. Ms. Hart reiterated that the policy has been that the private well is able to be used until it fails. Mr. Schroeder suggested that the question being raised is "what if 30 years from now, the laterals axe there and not being used". If we had paid for infrastructure and were waiting to be paid back, that would be a problem; however, Mr. Renner's project is paying for this. Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to recommend that Council authorize the Renner Development Agreement with changes as discussed (credits and payment by City for construction costs of the utility lines Mr. Renner will be putting in). Motion carried. Voting Yes: Councilmember Hardin, Zimmerman and Peterson. Voting No: None. Absent: Mayor Gilbertson and Councilmember Beyer. Mr. Schroeder stated that Detail Tool and Engineering, Inc. (DT&E, Inc.) is currently leasing space in the northwest suburbs. They have outgrown this space and have been looking for a new site on which to construct a 13,000 square foot shop. They have expressed an interest in Lot 1, Block 1, Gateway North Industrial Park, Plat 4. Mr. Schroeder proposed selling it to DT&E for the same amount as the City purchased it. This development is proposed as a tax increment project in order to provide for up front payment of the SAC/WAC, trunk charges, and some site improvements, Councilmember Peterson inquired of the proposed value to which Mr. Schroeder replied about a half million dollars.
