years old and that the water has been sampled. Mr. Renner stated he would like to start the <br />process as early as within the next 10 days. He has the County permits and he has the <br />heavy equipment to bring in. He added that he has a time frame of November 15, 1994. <br /> <br />Finance Officer Hart stated that this is not a new concept; the City has done this before. <br /> <br />Mr. Schroeder stated that it's all cash to the City because of TIF. <br /> <br />Councilmember Zimmerman inquired if Mr. Renner would be able to drain his pool to <br />which Mr. Renner replied no, the pool is cleaned. <br /> <br />Mr. Renner reported that there are about 940 Ramsey families who go to the health club; <br />some come from as far away as Bloomington and Richfield. He stated he will be running <br />the club basically the same way as in the past, except more aggressively. <br /> <br />Councilmember Hardin stated he is questioning the well part of it (having City sewer but <br />private well) and inquired if anyone else had done it. <br /> <br />Ms. Hart stated that both ParaBody and Grosslein had done it. <br /> <br />Mr. Renner stated that a flow meter will tell how much water the facility is using. <br /> <br />Ms. Hart stated that a flow meter has to be put on the well anyway in order to do sewer <br />billing. <br /> <br />Councilmember Hardin questioned if the City wants to continue this policy. <br /> <br />Ms. Hart reiterated that the policy has been that the private well is able to be used until it <br />fails. <br /> <br />Mr. Schroeder suggested that the question being raised is "what if 30 years from now, the <br />laterals axe there and not being used". If we had paid for infrastructure and were waiting to <br />be paid back, that would be a problem; however, Mr. Renner's project is paying for this. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend that Council authorize the Renner Development Agreement with changes as <br />discussed (credits and payment by City for construction costs of the utility lines Mr. <br />Renner will be putting in). <br /> <br />Motion carried. Voting Yes: Councilmember Hardin, Zimmerman and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Mr. Schroeder stated that Detail Tool and Engineering, Inc. (DT&E, Inc.) is currently <br />leasing space in the northwest suburbs. They have outgrown this space and have been <br />looking for a new site on which to construct a 13,000 square foot shop. They have <br />expressed an interest in Lot 1, Block 1, Gateway North Industrial Park, Plat 4. Mr. <br />Schroeder proposed selling it to DT&E for the same amount as the City purchased it. This <br />development is proposed as a tax increment project in order to provide for up front payment <br />of the SAC/WAC, trunk charges, and some site improvements, <br /> <br />Councilmember Peterson inquired of the proposed value to which Mr. Schroeder replied <br />about a half million dollars.
