Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />recommend that Council authorize the Detail Tool and Engineering, Inc. development <br />agreement, <br /> <br />Motion carded. Voting Yes: Councilmembers Zimmerman, Hardin and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Mayor Gilbertson arrived. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to <br />recommend that City Council authorize the sale of Lot 1, Block 1, Gateway North <br />Industrial Park, Plat 4. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #5: Discuss Use of City Owned and Operated Facilities <br /> <br />Finance Officer Hart stated that at the August 22, 1994 Finance Committee meeting, <br />concerns over rental rates raised by the Anoka Women of Today, who have started a <br />Ramsey branch, were discussed and reviewed as they related to the City's rental policies. <br />At the request of Council, Staff has surveyed surrounding communities and Anoka- <br />Hennepin School District gl I in regard to facility/room rental policies and rates. Ms. Hart <br />summarized the policies of the surrounding cities. With regard to discrimination, she <br />reminded the Committee that City Attorney Goodrich felt that as long as the policy was <br />applied consistently, such as not charging any youth groups, there should be no chance of <br />discrimination. As far as the school district, they are not aware of an overall policy. <br /> <br />Mayor Gilbertson suggested the policy the City has fight now is fair. <br /> <br />Councilmember Zimmerman felt that the City's policy is fair also. <br /> <br />Councilmember Hardin inquired if it made sense to offer a reduced rate to a group that <br />meets once a month rather than a one time renter. <br /> <br />Ms. Hart stated that this may work if an annual agreement is signed. The damage deposit <br />and key deposit could just roll forward from year to year. <br /> <br />Consensus of the Committee was that Staff check into a reduced rate for a monthly meeting <br />group and bring back information at the next meeting. <br /> <br />Case #6: Community Education <br /> <br />Due to lack of time, this case will be forwarded to the next Finance Committee meeting. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />adjourn the meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin and <br />Peterson. Voting No: None.
