She also explained that the community education program had <br />filed for some grants for an art program and has received some monies from that. <br /> <br />Councilmember Hardin inquired of Ms. Prall if the fee charged for the classes basically <br />covers the cost of the class to which Ms. Prall stated yes. She stated that money is needed <br />to cover administration costs and overhead. Councilmember Hardin then inquired if the <br />biggest problem appeared to be time, to which Ms. Prall stated yes, four hours a day was <br />not enough time to get everything done dealing with the community education program for <br />Ramsey. <br /> <br />Ms. Larson informed the Committee that Andover, in the summer, has a place for teens to <br />go for structural activity for about three hours a day. <br /> <br />Mayor Gilbertson arrived. <br /> <br />Councilmember Peterson stated that the issue is the question of funding. The City <br />currently does not fund Sandburg or Elk River. <br /> <br />Councilmember Hardin suggested that thought should be given to how to streamline the <br />program and also suggested using volunteers. <br /> <br />Councilmember Beyer felt that the days of the true volunteer is over. She stated that the <br />bottom line is we have to come up with more money. <br /> <br />Councilmember Peterson inquired if maybe someone could be hired for minimum wage to <br />answer the phone. <br /> <br />Ms. Prall stated that she has someone come in one night to help out with the phones and <br />photocopying. <br /> <br />Ms. Hart stated that the numbers shown in the 1995 proposed budget were provided by <br />Steve Kerr and do not show any changes at all. <br /> <br />Ms. Larson stated that she and Jill were present to let the Committee know there will be <br />some future concerns. <br /> <br />Case #2: Review Proposed Changes to the Facility Use and Rental <br /> Policies (Municipal Center and Park Center) <br /> <br />Finance Officer Hart stated that, based on discussion surrounding facility use, a policy has <br />been drafted for the Committee's review. The policy mirrors the original resolution that <br />established the policies in 1988, but has been updated. References to specific levels of fees <br />have been changed to say that these will be established by Council resolution periodically; <br />allowances have been made for groups who wish to lease a facility for a 12-month time <br />frame. Those groups would receive a 50 percent reduction of the normal event rate. <br />References to "designated" smoking areas have been eliminated and refer to the "non- <br />smoking" status of the facilities. She stated that this policy deals only with the Municipal <br />Center and the Park Center and will not change any policies currently in place for use of <br />other park facilities or fields. Ms. Hart reminded the Commission that the Women of <br />Today had requested the policy be reviewed.
