Case l~r2,: Review Proposed Engagement Letters for 1994 Audit Work <br /> City and Fire Relief Association <br /> <br />Finance Officer Hart stated that the firm of Malloy, Montague, Karnowski, Radosevich & <br />Company, PA have performed the audit for the City of Ramsey and the Ramsey Fire <br />Fighter's Relief Association for a number of years. Their fees ($13,625 for the City audit <br />and $1,200 for the Relief Association) have remained substantially the same as compared to <br />the prior year because of their familiarity with the City and its operations as well as the fact <br />that City Staff now prepares the vast majority of the working papers and the repons. The <br />proposed fees for the 1994 audit are submitted as not-to-exceed prices and will be reduced <br />if the work City Staff does reduces the work required on the auditors part. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend that Council approve the resolution authorizing 1994 auditing services and <br />directing the Finance Officer to sign and forward the engagement letter to the auditing firm <br />of Malloy, Montague, Kamowski, Radosevich & Company, PA. <br /> <br />Further discussion: Ms. Hart explained that most likely next year she would request going <br />out for bids and possibly looking at a three-year agreement. Councilmember Hardin <br />commented that it's great to be able to "buy down" and that Ms. Hart should be <br />commended for making this possible. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Zimmerman and Peterson. Voting <br />No: None. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case #3: Consideration of Budget Amendment for the Purchase of Six <br /> Additional Mini-Recorders for the Police Department <br /> <br />Finance Officer Hart stated that Police Chief Auspos is requesting the purchase of six <br />additional mini-recorders for the Police Department to meet the Minnesota Supreme Court <br />decree that all statements taken from in-custody persons must be recorded and the recording <br />retained. <br /> <br />Councilmember Beyer arrived (6:09 p.m.) <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend that City Council adopt the resolution authorizing a budget amendment for the <br />purchase of six additional mini-recorders for the Police Department. <br /> <br />Further discussion: Police Chief Auspos stated that these will help to interview witnesses <br />at the scene and for taping repons also. Councilmember Zimmerman inquired if repons <br />would still have to be typed up to which Chief Auspos replied yes, but that once the new <br />computer system arrives, the department is going to try to be "paper-free". <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Zimmerman, Beyer and Peterson. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />Case #4: 1995 - 2000 Capital Improvements Program <br /> <br />City Administrator Schroeder explained that the 1995 - 2000 Capital Improvements <br />Program includes expenditure projections in streets, parks, utilities and public buildings. It <br />also includes cash flow projections from various funding sources providing for these <br />expenditures. He commented that most of the projects found in the plan are the same or <br />similar to what Council approved in 1993. Some projects have been delayed and others <br />have been moved up in proposed priority. Mr. Schroeder briefly described the drainage <br />projects and explained that they are levy projects. They would be levied against the <br />drainage district and would be payable in 1996. The park improvements are basically what <br />Council approved earlier.
